The International Labor Organization's Committee on Free Association has for the second time called on the Cambodian government to reopen its investigation into the 2004 killing of Free Trade Union President Chea Vichea.
The committee, which is part of the ILO's governing body, also called in a statement received Tuesday for an independent inquiry into the death the same year of fellow FTU official Ros Sovannareth, and for the government to ensure that Cambodian workers are able to organize freely.
"The Committee firmly urged the Government to take measures to ensure that...trade unionists are able to exercise their activities in a climate free of intimidation and risk to their personal security and their lives," the committee said in a Monday statement in Geneva.
Chea Vichea was gunned down in broad daylight in January 2004 in Phnom Penh.
Ros Sovanarreth, a member of the union's steering committee, was shot dead four months later. An RCAF paratrooper was convicted of his killing in February 2005.
After a highly criticized trial, Phnom Penh Municipal Court last August sentenced two men, Sok Sam Oeun and Born Samnang, to 20 years in prison for killing Chea Vichea. Witnesses maintained that the two men were not in Phnom Penh at the time of the killing.
That same month, the ILO committee made its first call for fresh inquiries into the two killings.
Chea Vichea's brother, current FTU President Chea Mony, said the government has failed to find Chea Vichea's real killers because, he claimed, the government was behind the killing.
"Union [members] are worried they will be killed because the killers have not been arrested," Chea Mony said.
"Impunity is a major obstacle for workers exercising their rights," he said.
Om Yientieng, an advisor to Prime Minister Him Sen, said the government stood by the convictions of Born Samnang and Sok Sam Oeun.
"[Chea Mony] is using too much of his freedom," Om Yentieng added.

Heng Pov have knew very well about this killing. In a civilised society, when someone like Chea Vichea has been killed and the police cannot find the culprit, Police chef, and the minister must be resigned and be gone from politic and from profession. Eg Sar Kheng must go, Hok Lundy and Heng Pov must go. No return.

Heng Pov was responsible for Phnom Penh security during the kiling of Chea Vichea. So Heng Pov must know very well who was the culprit. If they cannot find the culprit, Sar Kheng and Hok Laundy must force to resign for good.
