S'ville Official Arrested In Alleged Land Scheme

A municipal official in Sihanoukville has been arrested for allegedly attempting to cheat local residents out of their land, officials said Thursday. Mam Phanny, a staff member at the municipal land title office, was jailed on Tuesday and has been charged with violating the land ownership rights of others, according to Sihanoukville Municipal Court Director Svay Sisaroth. The suspect is currently in pretrial detention at the municipal prison. Mittapheap district residents have accused Mam Phanny of attempting in October to forge new titles for five hectares of their land, Svay Sisaroth added. A lawyer for Mam Phanny has requested bail for his client, she added. "I am still considering it. I have no grounds for his release on bail yet," Svay Sisaroth said. The court also wants to question Khat Bunna, the former chief of the Mittapheap district's land title office, in connection with the same case. Khat Burma could not be reached for comment Thursday.
