Prince Sisowath Thomico, delegate-general of the fledgling Sangkum Cheat Niyum Front party, had accused of the National Election Committee (NEC) of lack of independence in the preparation for the upcoming commune election.

During a press conference held on Saturday in Phnom Penh, Prince Thomico asked for support from the UN for the preparation of the election. He requested that the UN organize again the election in Cambodia through the signatory countries of the 1991 Paris Agreements, or through the intermediaries of UN country members.

The prince raised the fact that the Paris Agreements stipulated that countries who are signatory [to the agreements] must follow the political situation in Cambodia, and in particular, there must be free and fair elections.

Prince Thomico said: “I officially call the signatory countries of the Paris Agreements and the intervention from the UN to organize the election in Cambodia.”

Prince Thomico added that the [Cambodian] authorities and the NEC are not doing their job properly, and they don’t have the necessary ability to provide a democratic process for Cambodian people.

Prince Norodom Ranairddh, the former president of the National Assembly and Funcinpec president, said at the Funcinpec headquarter on Saturday that the NEC cannot be trusted, it is too tricky.

Prince Ranariddh said: “We cannot say that the NEC in independent. Right now, it has its own strategy: the changing of names. What does this mean? One day before the election list is printed, the names can be seen on the list, but after [the printing,] the names disappear, no one knows where the NEC threw these names to.”

In response to the accusations above, Tep Nitha, the NEC secretary-general, said that politicians can say whatever they want, but the NEC knows very well its duty.

Tep Nitha said: “They (politicians) have the right to say anything they want, the NEC is practicing according to its duty as specified by the law…”

The commune election will take place on 01 April 2007, and the distribution of voter’s information card ended at the end of August.

According to the new NEC report, the voter information cards had been distributed only to 65.55% of those listed in the 2005 election list.
