Two Lowell Men Indicted On Drug Charges, Reports U.S. Attorney

BOSTON, Sept. 22 /PRNewswire/ -- Two Lowell men were charged late yesterday in federal court with conspiracy to distribute cocaine and distribution of over 60 grams of cocaine.

United States Attorney Michael J. Sullivan; Kenneth W. Kaiser, Special Agent in Charge of the Federal Bureau of Investigation; Colonel Mark Delaney, Superintendent of the Massachusetts State Police; and Edward F. Davis, III, Superintendent of the Lowell Police Department, announced that KEO KOAM, age 34, of 81 Liberty Street, Lowell, and CHROV KHAM, age 27, also of Lowell were charged in an Indictment with conspiracy to distribute cocaine and distribution of over 60 grams of cocaine.

The Indictment alleges that from November of 2005 until their arrest on September 18, 2006, the defendants conspired to distribute cocaine and on nine separate occasions and did distribute cocaine to an undercover Massachusetts State Police trooper.

If convicted, KOAM and KHAM each face a minimum mandatory sentence of 10 years in prison up to a maximum of life, to be followed by 5 years of supervised release, and a $4 million fine. Neither man is a citizen of the United States and faces deportation to their native Cambodia upon conviction.

The case was investigated by the Federal Bureau of Investigation, Massachusetts State Police, and Lowell Police Department. It is being prosecuted by Assistant U.S. Attorney Ernest S. DiNisco in Sullivan's Organized Crime Strike Force Unit.

The details contained in the Indictment are allegations. The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
