Police Look Into Cell Phone Video Of Underage Sex

Police in Sihanoukville are investigating the distribution of a mobile phone video clip among local teenagers that allegedly shows the rape of a 15-year-old junior high school student by a high school student, officials said Monday.

The mother of the girl featured in the film filed a complaint with police Nov 23 claiming that her 15-year-old daughter was raped during the filming, police said. Police added that the film includes footage of the girl in bed with a 19-year-old man.

Be Sivanna, provincial anti-human trafficking police chief, said that the 9-minute silent video, filmed at a guesthouse in Sihanoukville, is sexually suggestive but that bed linen and the students' clothing obscure the recorded activities.

Police are investigating the case, but no charges have yet been brought against the 19-year-old, whose whereabouts are unknown. Police say they have identified the teenager but declined to reveal his name.

Un Thanann, monitor for local rights group Licadho in Sihanoukville, said that the video is being passed from mobile phone to mobile phone among local students.

"It is a blurry video, so I could not catch the activities clearly," he said, adding mat the girl was wearing her school uniform for the duration of the film. The 19-year-old man was shirtless but wearing his trousers, he said.

Un Thanann said that at the start of the video, the two teenagers seem to argue over the filming, and it appears that the girl is refusing to be filmed. Later the man attempts to pull off the girl's shirt, but she resists.

Minister of Posts and Telecommunications So Khun Said that young people need to be taught not to abuse advanced mobile phone technology.

But he added that the passing of the video among students reflected typical curiosities. "For the young, it’s normal," he said.

Former minister of women's affairs and SRP member Mu Sochua said the incident involves a minor and shows "intention to exploit the relationship" on the part of the man.

Such activities, along with increasingly violent clashes among teenagers, show a disturbing lack of social morality, she said.
