Cambodian Justice System Abuses Children [- PPenh Mun. court Pres. Chiv Keng: Cambodia is not ready to reform]

Human rights organizations criticize the way detained children are treated in Cambodia’s jails. A coalition of local and international groups has called on the government to pass legislation to protect these children.

They say that there are approximately 500 juvenile prisoners in the country’s prisons. These under-age children are put into the same cell with adult inmates, and there can be as many as 60 inmates in a single cell.

Usually, the children are faced with food shortage, poor hygiene and poor living conditions.

Minister of Justice Ang Vong Vatana cannot be reached for comment. However, Chiv Keng, president of the Phnom Penh Municipal court says that although he agrees with the request, he does not think Cambodia is ready to reform.

The judiciary system in Cambodia is very bad and always act the wrong way. We really dond't understand with justic system. The person who has money always win; and the poor person bring to jail.
Do you want to kill all the poors in Cambodia? You learn the law for what? You should stand in the middle and independent, but acually
you do everything for only the CPP.

What an ignorant. Many Riches and Famous were sent to jail for breaking the laws. Has Cambodia ever sent CPP's members who broke the law to jail? Heng Pov vs. Hoc Lundy b/c both're struggling for power.

Hun Sen's nephews killed the poor people, and Khmer court didn't dare to touch those thugs.

If you dare your'll be dead.

Don't even compare your little law degree with the west. Law school in Cambodia is junk.


These poor children're hungry. Did these kids inflict serious bodily injury upon another; or threaen another...to commit a felony of the 1st or 2nd degree, etc..?

You arguments are not showing that you are athug but you are Communist (Khmer/Yuan Rouge).

May be you need to study you monkey law again to make sure the robbery and theft/related offenses should be classified separately.

Be advised that we have Viet trollers pretending to be Khmer in our hand here on KI. One typical common language of theirs is pretty much the same - calling us all, SIRIKMATAKIS, and (racist) Ethiopian fleas. Another one with broken khmerEnglish portrayed himself as "KMENG WAT KNONG SROK" (my translation of that nick would be: local pagoda's thug). They are here to sabotage KI, not to intelligently argue with us in any shape or form...So please beware and just ignore them. We cannot be distracted by these Viet trollers. Law School in Cambodia is not a junk we have alot of good lawyers there.

And the school, is and was teached by French and American teachers!

The way CPP PMs write law is Junk, and the Way ah Hun Xen gorvrnment eforce laws are criminal animal.

Hi 3:15 AM. Appreciated your input.
I'm sure that there're good lawyers, but not what I am getting at. My reply to anon..who bashed the US Laws. Now you admitted that there're French & American who teach Law in Cambodia.
I met one Khmer student who came to the US to continue his education. He earned his law degree in Cambodia, but he is still studying his English in the US.
In the US, a candidate must earn at least a Bachelor degree with a good GPA and she/he must take LSAT (Law School Admission Test). This test is not an easy test. Most students must go through Princeton Review or Kaplan. Some Law Schools require a very high score. That's why I said Cambodia has only junk law, because my new Khmer friend told me so.
To earn Juris Doctor Degree of Law (JD) in the US, it is very hard to achieve, but it is easy for the crook like Lok Ta Besen Samay who became a lawyer practicing in Cambodia w/o going to school. The only one thing I can figure out was that this old man may have paid a US lawyer whom he worked with as a clerk to issue him the certificate as is "Reading Law".
