International donors to Cambodia Monday voiced disappointment over the government's failure to pass anti-corruption laws, according to an official.
The announcement follows the 9th meeting of the Government Donor Coordination Committee (GDCC), attended by high-ranking Cambodian officials and foreign diplomats.
In the meeting, Australia Ambassador to Cambodia, Lisa Filipetto states that the government reform council seems “to lack the will to combat corruption in Cambodia”. As for Yvon Roe D’Alber, France Ambassador to Cambodia says that foreign donors has noted Cambodia’s failure to form appropriate law that governs its judicial system and the Supreme Council of the Magistracy.
While, U.S. Ambassador to Cambodia, Joseph Mussomeli agrees with the foreign diplomats, he also pushes for the enactment of the anti-corruption law according to international standards.
The law has been proposed for more than a decade, but as Minister of Economy and Finance Keat Chhon explains, "the law is still under review by the government’s top legal experts".
The government has promised to put the law in place by the end of last year, but failed to meet the deadline. Cambodia's donors have made tackling corruption the focus of their reform efforts, since they have invested hundreds of millions of dollars to the government's willingness to clean up the country’s corruption.

Hun San and his gangs will never want to pass the anti-corruption laws because it can corrupt his government. Without corruption, his government can not function and can not survive. That's the only rule of law they've come to know.
Donors keep on talking while governemnt keeps on corrupting and the population keeps on sufferiing.
That's the fact of life and it doesn't appear like it's going to end any time soon.
The International Donors are blind & so naive....suppose the Anti corruption Law is passed ,who is going to complement this Law ?

The point of the anti-corruption law is so that a lot of the secret dealings that go one, won't happen. It's called transparency and accountability. What we want is a way for donor nations to figure out what their money is used for. All the party's involved will be known to the public. For example, no-bid contracts. The idea is that, when this information is made public, corruption can be minimized. Corruption is never eliminated, but it's a step in the right direction.
To the people who say overseas Cambodians have no business commenting on the issues, I say we have every right give our opinion. Cambodia is lucky that outsiders care about the country. Half the country's Budget comes from AID. Cambodia is lucky that there are educated Cambodians living outside its borders. It's pretty clear that the majority of the country's citizens are poor, oppressed, and are afraid to fight back. They need all the help they can get.
Also, to the guy who constantly talks about Ethiopians, all I have to say is get a life. You are the definition of a forum troll. What is your obsession with calling Cambodians Ethiopians? Find another hobby. It's obvious that you have nothing constructive to say. Get some therapy for that hurt you have inside.

To 9:02 and those that said oversea Khmer need to be quiet and let the one inside solve Cambodian intenal problem. I have a couple comments for that:
1) My relatives in Cambodia cannot speak for themselves. I speak for them. Cambodia is my country and I do not want to see my people suffering. I do not want to see Ah Youn and Ah Sen abuse my people like hell. The more money we send the poorer our people get.
2) I work in the country where I am now and pay taxes at least 4,000 dollars a year. I know small portion of my tax money is used to help Cambodia by the leader of the country where I live. Therefore I should have the rights to say if my tax money is being used improperly to the corrupted CPP officials, or Ah Kvak used it to build his mansions and my relatives in Cambodia are suffering.
3) The truth will hurt. We talk the truth. If you cann't stand the heat, get the help out of the kitchen. You pro CPP survives on the the foreign donors. Over 600 million dollars each year and this is not including the money we (Khmer abroad) send to our relatives daily and help build temples or schools that oversea Khmer try to help each day. The money pours into Cambodia from all over the world to help the innocent. I think you bloodsucker on the otherhand need to stop abusing our people. Let the Khmers solve our own problem. You, Ah Youn Communist need to go back to Hanoi or suck your people blood over there. Get it? Comprende? Will ya?
