Political Analysis: The Ruling Party Is Increasing the Number of 'Hate' Ballots

The second commune/precinct council elections to be held on 1 April will cause the ruling party to lose much of its local power.

From one election to the next, the Cambodian People's Party [CPP] has used many undignified tricks, such as threat, intimidation, allowing illegal aliens to help vote for it, and preventing the people who do not vote for it from registering for vote. Anyway, more than half of the ballots (hate ballots) are against the CPP. For example, in the 2003 national elections, the CPP won only a little more than 40 percent.

The victories of the CPP in the 1998, 2002, and 2003 elections did not reflect the true will of the people. This party won these elections through cheating, vote buying, soliciting, misleading, threatening, and allowing Vietnamese nationals to vote for it. Moreover, the CPP has exploited the 7 January Day [when the Khmer Rouge regime collapsed] for political support. At the same time, this party's leaders have openly defended the murderers who massacred millions of Cambodians under their regime of 3 years 8 months and 20 days (before 7 January 1979), meaning that they have obstructed the Khmer Rouge trial court.

Analysts said that nowadays all Cambodians who are eligible to vote and who have registered for vote are mostly the youths, students, and intellectuals who want to see the leaders show a will to really help the people and the country. They do not want populist leaders, leaders who waste and wreck the national resources and who borrow money from foreign countries and leave behind heavy debts for future Cambodian generations to pay back. Therefore, the use of the 7 January strategy and the populist development policy through the grabbing of the people's land as pursued by the present ruling party will not bring it support as in the past.

Nowadays, the ruling party places its hope solely on the word "development" as its election slogan to win votes. This hope is like a daydream, for the people know this party's populist leaders only too well.

Analysts said that the CPP uses "development" and the 7 January Day without any more effectiveness in its electoral campaign because the people in all social strata understand that development in present Cambodia is made not on an equal footing; that it has laid waste to the national resources, such as forests, precious minerals, fish stocks, foreign aid, and foreign loans; and in particular, it has spawn widespread corruption. Last year, according to a World Bank (WB) report, the projects of four ministries caused a loss of US$11.9 million.

Analysts said that this WB report showed to the national and international opinions, particularly to the Cambodian students and intellectuals the true colors of the Cambodian leaders, irrefutably incriminating them of corruption. Besides, this WB report was very sensitive to the government and it made Prime Minister Hun Sen extremely furious to the point that he imposed complete silence at a weekly Cabinet meeting, strictly prohibiting his ministers from leaking anything to the press. Even if the government decided to pay back, it did so quietly. On this issue, it is difficult for the government, especially the ruling party to explain to the people, the masters of the ballots.

Analysts said that the support for the CPP which made up a bit more than 40 percent in 2003 has eroded further, especially among the many victims of the land grab and various social injustices and among the people who see more clearly the evil motive of the ruling party behind the blockage of the Anti-Corruption Law.

Analysts said that presently the civil servants, ordinary citizens, students, and intellectuals are placing their hope solely on the Sam Rainsy Party [SRP], which can resolve many problems of the nation, such as corruption; lowering gasoline prices to the same level as in neighboring countries; reform of the judiciary; employment for the youths, especially new graduates; the fight against poverty; the enforcement of the Immigration Law; the revision of the border issues with neighboring countries; and the prevention and interdiction of illegal logging activities and sale of state properties.

Therefore, the massive failures of the ruling party reflect the fact that the CPP has increased the number of "hate" ballots, and this is a great opportunity for the SRP to collect these "hate" ballots and turn them into "love" ballots to win the victory in order to lead the government toward glory like other advanced countries in the world.
