Cambodia's Supreme Commander Ke Kimyan Said Pressured To Align with Hun Sen

A senior Cambodian People's Party [CPP] official who asked to remain anonymous said that Ke Kimyan, top military commander of the CPP who is supreme commander of the armed forces, is under pressure in a power struggle.

The source said that Ke Kimyan is a man whose name has been put on the black list by Tuol Krasang [Hun Sen's camp] since the 1997 coup d'etat. At that time, he was on the verge of being stripped of all power in the armed forces. However, thanks to the CPP's diplomatic policy, especially that of Tuol Krasang, which did not want national and international opinions know that there was a split or an internal problem within the CPP, Hun Sen felt obliged to leave the power in the armed forces, especially the Supreme Command of the armed forces, which was his turf, to Ke Kimyan. However, Hun Sen assigned two of his men to keep their eyes on Ke Kimyan, monitoring each and every move he makes. One of the two men is Pol Saroeun, deputy supreme commander of the armed forces and chief of the Joint Staffs, and the other is Kun Kim, also deputy supreme commander of the armed forces whose commission has been widely criticized.

According to the senior CPP official, although Ke Kimyan has now become an in-law with Sar Kheng, himself a very influential person in the CPP or in other words Ke Kimyan has become a man of Chea Sim, his power remains under pressure if he does not automatically align himself with Tuol Krasang.

The CPP official said that those people are now looking for Ke Kimyan's weaknesses in order to pressure him into becoming a Tuol Krasang man.

The CPP official said that Ke Kimyan had collected funds to build a large university in Banteay Meanchey, requiring an expense of around $4 million. According to plans, this university would be inaugurated by Chea Sim, president of the CPP, and if Chea Sim could not make it, Deputy Prime Minister Sar Kheng, Ke Kimyan's in-law, would be invited to inaugurate it on behalf of the government. However, the day the university was opened it was instead Hun Sen who went there to cut the ribbon.

The high-ranking CPP official said that because he did not obey Hun Sen's orders during the 1997 coup d'etat, his name was not on the world's blacklist concerning the assassination of army commanders loyal to Prince Norodom Ranariddh. Right after the coup, some US congressmen whose names were withheld sent a secret letter supporting Ke Kimyan for not taking part in the coup activities.

This letter sent Hun Sen into a great fury and consequently he put greater pressure on Ke Kimyan. Therefore, probably because Ke Kimyan is an army commander who does not have a bad or criminal record, he now finds himself under pressure to take blames.

The CPP official said that Tuol Krasang has given Ke Kimyan an ultimatum before the fourth national elections in 2008. They want Ke Kimyan to make up his mind right now that he must become a man of Tuol Krasang or else he would be stripped of his post as supreme commander of the armed forces or of his power within the armed forces.

According to a source that is a CPP military officer, among all the army commanders Ke Kimyan is the most blameless; for this reason, he is not too afraid of Hun Sen. However, Hun Sen has always wanted to take full control of both the army and the police, meaning that he wants to place all the armed forces under his thumb. This is because although in the past 90 percent of the police forces were under Chea Sim's control, Hun Sen still managed to re-arrange it so that 80 percent of the police forces are now under his own command. There is no reason for him to let go of the armed forces that used to be under his control. For this reason, Hun Sen has warned Ke Kimyan that he must make up his mind as soon as possible.

If power struggle among the CPP, we all pray for Ke Kim Yan to take over Hun Sen. Ke Kim Yan should change his mind to protect Cambodia from Youn aggression and not to bow under Youn regime and Hun Sen. Don't kill Khmer people and protect the boundary of Khmer land from foreign aggression. He will be a true hero of Khmer Nationalist.

Let him make a history of Cambodia into a new chapter.

Let him defeat Hun Sen for power.

Only Military can take power off from Hun Sen.

In reality, there are very deep conflict in CPP between Chea Sim and Hun Sen.

SRP would be aware about this situation very well, and only SRP can make this chance a very powerful democratic movement in Camboida.

Alliance manuveured by SRP would strong to unit all democratic movements such as NRP, FUNC, CPP's 50% elitists, Thammiko and Kem Sokha..etc

This movements is powerful, but mechanism and manuveuring must be reliable, strong and potential.

However, Mr. Kem Sokha is critical that he might get some support from Hun Sen.

This implicit division better Mr. Hun Sen and General Ke Kim Yan, if not resolve properly, can be a potential problem not only for the CPP, but for Cambodia as a whole.

For the CPP, clearly, the factions within the CPP are becoming more apparents as each incident occurred...there was an espisode recently that involved Mr. Hun Sen surrounded Mr. Chea Sim's house with police...Now, Mr. Hun Sen Vs. Gen. Kim Yan (if the news is to be believed).


There seem to be three factions within the CPP. The Eastern Zone (Mr. Hun Sen camp - pro Vietnam), central (moderates....accommodating), and the Northwestern zone (Mr. Chea Sim and like minds, political leaning, perhaps westward and toward China). Right now, the eastern Zone faction (the faction which initiated the rebellion against the DK)is becoming infected with the POL POT disease ---paranoia. The people from the eastern zone is particularly concerned over their control of the Northwest (Chea Sim's) territory. A pre-empt strike is in the work against leaders associated with the Chea Sim camp.

The result of the pre-emptive strike will be interesting...If Mr. Hun Sen is unable to remove the general, it indicated that Mr. Hun Sen's political and financial patronage is in decline. However, if he is able to remove the General, a seed and a claimate of distrust would have been planted within the CPP in the manners that Pol Pot was creating back in 1976, which eventually resulted in the collapse of POL POT's rule.

The SRP could be the beneficiary of the political fall out within the CPP....come the 2008 election, provide that the CPP plays by the rules. Otherwise, there will be alot of dead SRP candidates.


For Cambodia, if Mr. Hun Sen is unable to patch the coalition within his own political party, he will resort to arms. Cambodia will be an uncomfortable place to visit...Arms men will be more visible for a while until Mr. Hun Sen felt secure once again...


But really...everyone including Mr. Hun Sen is just taking stock of the inventory of his political support...The saber rattling is purely a gesture to bring everyone back in line....

Nothing to fear at the moment..., later on perhaps....

This is once more strategy of the CPP.When the election approach CPP creates this story to find the ennemies in side the party.The situation political in Cambodia is under eyes of Hanoi.We must remember that during the election of goverment Packages,Chea Sim left to Bangkok then Samrainsy went to joint him and after,,,,.
