Heng Samrin, president of the National Assembly, received an honorary degree in law from the International University, in the morning of 26 July 2007. Uon Sabo, president of the International University, said that after detailed discussions by the scientific council of the university administration on the achievements and the experience in completing his work to serve the nation on legal matters for almost 30 years, the council decided to issue an honorary PhD degree in law to Heng Samrin. In a speech given during this occasion, Heng Samrin said that he was very happy to receive the honorary PhD degree in law, he also thanked the ministry of education, and in particular, the evaluation committee of the university who decided to provide him this degree.

It is honorary PhD degree, not an official degree...all learned people understand this...but how many percent of Cambodian people can understand the price of honorary degree?
By seeing this, that why those opportunists want honorary degree to deceive Cambodian people..

As I learned, Normally Any Honorable Doctor is never In any specific Subjects e.g. Law, I think the Director or Rector of International Univ. should hold himself many Hon. Doctorates...like Chay Seang Y wine that can cure many types of diseases/sickness....
Many guys who hold high Rank in government or any org. do not understand what is Hono. Doctor ?? and Doctor(Phd. degree) this is A NATIONAL EMBARASSEMENT that the one who is behalf of our Nation does like this.

sthe so called Doctor(Medecine) who stdied 7 yrs in Faculty of Medecine in Cambodia NOT DOCTOR..
In some country we called Medecine similarly to our Med Doctor have to spend 9-10 yrs in Medecal Study...
Micheal Gorbachev the Fortmer GS of Communist Party of USSR obtained Honor. Doctor too But please ask him what have they done.. First he got Phd in Agriculure etc.. and many years of working and doing some thing for word as to destroy Communist System without using Arms.. etc...
The Doctr we call in Cambodia is just Equal to Bsc.(Bachelor Degree).. to become Doctor those shall continue not less than 5 yrs further with Excellence Marks...
Former Soviet Union: Bachelor-- Master (6 yrs)-- with excellence Marks those can continue to ASPERANTURE(it not Phd Like our former Soviet Graduates called themselves as Doctor --it is not Right)--- Completing Aseranture --- Doctor...if those involved with Education... after long times of reaearch.. teaching...high Leve-- they can be PROFESSOR....

Come on guys! He got his "Samdech" title from Samdech Ta (Sihanouk), and not everyone can get that "Samdech" title. He is the honorary president of the CPP, and now he's got an honorary PhD.
There must be something special about him, although I'm sure it has nothing to do with whatever the International University people have described about him. He can hardly read, but he can surely shoot!
In the land of lawlessness, those who can shoot will make it to the top. Those who can shout, but cannot shoot, will be at the mercy of the shooters. The lawless shooters will become the law-makers and the honorary PhD holders in Law.

I don't know whether to laugh or to cry. But to see Cambodia plunges into this sad state of stupidity is really depressing. 2:07PM, thanks a million for your enlightened comment. It is jus another monkey Phd. It is a cheap to gain publicity and it also a cheap way to receive it.
Maybe Int'l School should issue more Phds to CPP members who has experience over 30 years in Thief. They are well qualified.
Where is INTERNATION UNIVERSITY? I wonder what creditibility does this school has?

I have to admit that AH HENG SAMKIS is good at something after all! I got to give him credit after all these years for tirelessly going into bed with his wife night after night for practicing the PhD style! What do I mean by the PhD style? I mean the Philosophy of higher and deeper style! So in this special case, AH HENG SAMKIS deserve his PhD!

The acquisition of such high-level education (e.g., Ph.D.), requires strenuous efforts and arduous work; however, an individual who never set foot in the classroom, and was officially honored with the highest degree, that is, it is preposterously absurd. Certainly, we just got ourselves (yet another) gutless and directionless leader.
What was his dissertation? Land Grabbing. Yes, it must be his dissertation.
