Ly Vuoch Leng, president of the Appeals Court who was recently relieved from her position, could face charges for accepting a $30,000 bribe in exchange for the release of the boss of the Chhay Hour II hotel, should the court find him to be at fault as the Ministry of Interior police had considered in his case. The Rasmei Kampuchea newspaper reported that after the bribery case was revealed, numerous sources are following this case very closely because, according to the law, if there is somebody paying the bribe, then there must be someone accepting the bribe also, and if there were to be no bribery, Chhun Poch (father of the Chhay Hour II owner) would not be sent to jail for bribing Ly Vuoch Leng. If Ly Vuoch Leng is indeed charged, she could face 3 to 7 years of jail sentence for accepting briberies, based on Article 38 of the UNTAC-era criminal law.

To strengten the law of Cambodia, the parliament should be the one who nominate the name of judges for this appeal court instead appointing by the Government which mean this appeal court is under the control of the Government. This appeal court should have a pannel of 7 judges or 9 judges nominated by Parliamentarians and be approved the King. Therefore this pannel Judges will not be faced with abuses from the Government Minister or Prime Minister. If the government has no longer confindence from these judges, the parlament should vote for lost of confidence and ask the King to dismiss that judge. THis 7 or 9 parnel judge should be equal. None can be the boss. So each appeal decision will be made by vote of these 7 or 9 judges and a report should be made according to the debate of the pannel. No Prime minister can ever has the power to dismiss any member of the appeal court judge. Therefore these judges are there for the justice for all. Areak Prey
If the King can't even find justice for Khmer Krom such Tim Sakorn and what is the use for bringing the King into the picture of Cambodian justice? This King is a dumbo and he does thing only when AH HUN SEN asks him to!

Dear Poster 2:16PM, I am agreeing with you 100% on this matter. But we must learn how to re-build people power. To do this, we have to learn to set up mechanism which we can combat with dictorship system. If we can find a mechanism which is good, then the dictatorship will lose his teeth bit by bit.
Therefore, the appeal court should not relying only in one judge. All retired judge with good health should be allowed to be nominated for member of the Court of appeal judges. Each session( each case ), the Court of appeal should have a panel of at least 7 or 9 judges. their decision will be made by anonymous vote. Therefore, secretary of the Court of appeal can organise many court of appeal as possible as long as he or she can invite 7 to 9 judges for one panel. This proceeding will be done without disputed parties presented nor their lawyers. By doing this, this court of appeal will be more neutral and strong. They cannot be interfered by Prime Minister or any politician. The judges are also safe from intimidation because, the decision has not disclosed the name of the judge, but with the name of Court of appeal Decision. This "Mante religieuse" Ly Vuoch Leng eats all types of bribes, small or big since a long time.But she's not the only corrupt court officials. They are a lot more to be prosecuted including High ranking police officials, especially the PHKAY CHOR Many Stars.
We need to adopt people power like Philipines did when Marcos in power. Law and order needs to be enforced in Cambodia. HUN SEN needs to do more. People powers mean the Military should be on people side when the leader don't listen to people voices. the leader don't own the country, the people is. Keep up the good work people. She ought to be in jail. She deverves every bit of the punishment. What she did is unacceptable and it undermines the effectiveness of the law.

Hello 11:31PM Offcourse, at district courts, all juries should be chosen among randam people. I have been chosen many times as jury. My wife has chosen many times as jury. Each month, in each district court of my city, there are hundred of people are being invited for jury service for each case of the month. We have a panel of 6 juries and one of them is the charman who take our decision to tell the judge. In democratic country, people has so much power. When we serve the jury service, the justice department has to pay for us. Areak Prey
This is a JOKE. A big fat JOKE. Bribery in Cambodia is like eating rice. It happens everyday, everywhere, and literally, a part of the culture. Nearly every, and I mean nearly everyone, maybe counting out many SRP members, take bribes. Probably 100% of CPP member takes bribes. It's how they can have those fancy cars and big villas. On papers, politicians make crap. Yea, the educated top politicians or judge may make 1k to 3k a month, but even with that, you see them buying a 40K rolex, or a brand new mercedez, along with 5 huge villas. Even small timer cpp that makes supposedly 60 USD a month owns like 4 properties, land, and a clothes that make your average American say, "damn, I wouldn't buy that shirt for $80".
Bribes, paying under the table, are the norm. Cambodia is still headed by that Khmer Rouge mentality, as the PM was a former KR knows, that it is still "survival of the fittest". It will take 1 to 2 generations of educated youth who sees beyond artificial barrier and can shed light onto a greater prosperous Cambodia: equal rights, equal votes, equal protection, protected speech, etc. under a true enforceable law, where the people (juror) have the final say. Hopefully, that day will come.
