On 31 July 2007 , Opposition Leader Sam Rainsy wrote to National Election Committee (NEC) President Im Sousdey asking the NEC to carefully proceed with the ongoing "cleaning" of voter list. In particular, the NEC should ensure that people independent from the ruling Cambodian People's Party (CPP) power structure have a say in the process. A free hand has already been given to village chiefs (99 percent of Cambodia 's 14,000 villages are controlled by a CPP-affiliated village chief) to submit names for deletion from voter list. In the current stage of the voter list "cleaning" process, the commune council (98 percent of Cambodia 's 1,621 communes are controlled by a CPP-affiliated commune chief) should not automatically follow the recommendations from the village chiefs, but should base its decision from recommendations from an investigation team made up of representatives from independent NGOs and all political parties.
