One SRP activist from the province of Siem Reap indicated that they plan to bring a court complaint against a CPP village chief who used violence to seriously beat up a SRP activist in Chan Sar commune, Sotr Nokum district, causing the victim to faint.
On Saturday 01 September, Sok Kim Seng, the SRP director of legal service in Siem Reap province, reacted to this beating by saying that it was politically motivated: “I must bring a suit to the tribunal about this case because of the violation perpetrated against a political activist.”
The SRP’s reaction came after 24-year-old Noeung Vibol, a SRP council member in Chan Sar commune, was beaten up by Nuon Nhoung, the Kanseng Leu village chief. Noeung Vibol was severely beaten up all over his body in the evening of 30 August.
Noeung Vibol said that, on Saturday morning, Nuon Nhoung beat him up, two days after the latter failed to influence him to defect from the SRP, and when a small dispute started at a drinking party.
Noeung Vibol said: “I slipped and said: ‘Nhuong, you are very corrupt!’ Ta Nhoung became angry and he pushed me down the ground, then he grabbed a rope used to tie cattle, he then stepped on me and beat me up, until I passed out. I was left outside in the rain.”
On his part, Nuon Nhoung said: “In this affair, he beat me up first, I begged him to go home because he was drunk. First, he punched me once, he chased people, I kept on grabbing him, begged him, he punched me on my rib once, I beat him back with the rope. He didn’t pass out, he was just sleeping on his own because he was drunk.”
Nevertheless, Suos Narin, an investigator for the Adhoc human rights organization in Siem Reap province, who is currently following up on this case, said that he thinks that the violence perpetrated by the village chief on the political activist was more due to anger than to political revenge. However, he said that the village chief must be held responsible in this crime.
Suos Narin said: “He perpetrated a violation against the criminal code, he must receive a sentence, according to Article 41 of the criminal code, for inflicting injuries on other people.”
Men Ra, the Chan Sar commune police chief said that on this fighting case, he is currently questioning several eye witnesses, however, he said that he cannot yet say whether this is a political case or not.
