The government has defrocked Venerable Tim Sakhan, abbot of Phnum Den Khang Cheung monastery in Kirivong district, Takev province, and sent him to Vietnam to be jailed by the Vietnamese authorities. This action is not normal. That is why there are reactions from all directions, including a message from the Heroic King, Samdech Norodom Sihanouk, asking strongman Hun Sen to explain the government's action. This is because Venerable [Ven.] Tim Sakhan has come to Cambodia since 1982 and he is a Cambodian citizen. Why should he be deported to Vietnam so that the Vietnamese authorities could throw him into jail, which makes it look as if the current Cambodian government is under Vietnamese domination just like in the 1980s, the King-Father ask. To this question, Hun Sen answered that it was because Ven. Tim Sakhan opposed Vietnam.
Hun Sen's message in reply to the King-Father's was dated 19 September 2007. A copy obtained by the media yesterday, 4 October, shows that the government defrocked Ven. Tim Sakhan because this Buddhist monk used the monastery as a center for distributing the 14 to 20-page Khmer Kampuchea Krom Federation [KKKF] bulletins inciting dispute between Cambodia and Vietnam. In his message, Hun Sen claimed that Ven. Tim Sakhan stubbornly refused to attend meetings and did everything in his monastery as he pleased without requesting permission, such as flying a flag bearing a sign similar to the logo on the KKKF bulletins, erecting a strong building inside and close to the monastery's wall, presiding over an illegal ordination of a number of Buddhist monks from Boeng Salang, and recruiting a number of Buddhist monks and followers under the KKKF flag.
In his message, Hun Sen further asserted that after considering the irregular activities of Ven. Tim Sakhan, Supreme Patriarch Tep Vong held a meeting attended by 10 superior monks of the Buddhist clergy to discuss the need to disrobe Tim Sakhan because he committed serious violations of the Buddhist code of discipline. Hun Sen further stressed in his message to Samdech Sihanouk that after defrocking him on 30 June 2007 the district authorities, district office of religious affairs, commune councils, and the monastery's committee inspected the abode of the former abbot Tim Sakhan with a search warrant from the Takev provincial tribunal. They found a number of evidence, including a dagger, pornographic VCD, and two women in the monk's bedroom, and a letter of Tim Sakhan asking the authorities to repatriate him to his native country, Vietnam.
Hun Sen further affirmed that according to the spokesman of the Vietnamese Embassy in Cambodia, Tim Sakhan is being detained by the SRV authorities and that the real reasons behind this detention were unclear.
According to a monk of Paokhanaram or Phnum Den Khang Cheung monastery, the former residence of Tim Sakhan, who spoke on condition of anonymity, Tim Sakhan was forcibly and unjustly defrocked and vilified. In reality, ex-monk Tim Sakhan did not break the discipline as charged but the Phnom Penh administration, which is a Hanoi puppet, had used the method of killing a dog by charging it of having rabies. They illegally defrocked the monk and handed him over to Vietnam, accusing him of opposing the Hanoi government.
The same monk further wondered if it is believable that anti-Vietnamese monk Tim Sakhan would have written a letter asking the Cambodian Government to send him to Vietnam.
Observers said that after examining Hun Sen's message to the King-Father it is seen that the disrobing of the monk Tim Sakhan had to do with his opposition against Vietnam because Hanoi was worried about the rebellious movement of the Khmer Kampuchea Krom [ethnic Khmer] people. When Tim Sakhan was leading the movement to force Hanoi to respect the rights of the Khmer Kampuchea Krom, Hanoi became very worried and they ordered the Phnom Penh administration headed by the Cambodian strongman Hun Sen to arrest and jail him.

I think, hun Sen has made a gross mistake by sending Cambodian citizen for foreigner authority without any trial in Cambodia. The arrest of this citizen was done in a form of abduction and very secret by hun sen body guard with approval of Tep vong and Ngeth who are not genuine monks. They are spies of vietnamese government by hidding in Cambodian buddhist religion to spy on Cambodia citizen. Sihanouk used to called all Khmer, especially Khmer Krom to up risen against yuon saigon, Sihanouk used to Anti-Yuon Ngo Dinh Diem and Yuon Nguyen Van Theiu+ Nguyen Kao Ky.
Sihanouk even broke diplomatic relations with Yuon Saigon in 1966.
