Is term limit good for Cambodia?

The recent clash between the prime minister and the leader of the Sam Raingsy Party (SRP) on term limit for the prime minister position highlighted a significant difference in political thinking between the two parties.

Thus far the debate of term limit, unfortunately, is nothing more than heated rhetoric between the parties’ leaders. The debate geared toward personal attacks rather than geared toward debating the merit of an idea or legislation.

Apparently, the Cambodian People’s Party (CPP) does not seem to be in a hurry to legislate themselves out of the power nor do they want to contemplate on replacing its candidate for prime minister.

Obviously, the SRP also exposes somewhat its own hypocrisy by raising the issue of term limit while the party has been producing the same candidate for prime minister in past and current election. If the SRP is serious about term limit, it must lead by example.

Is term limit good for Cambodia?

Political term limit is a recent phenomenon. The United States of America did not have term limit for the office of presidency until 1951 with the ratification of the 22nd amendment of the constitution. Generally, American president serves for one or terms with the exception of Franklin Roosevelt who was elected to the office for three terms.

The debate on term limit should be about the future of Cambodia. The idea of term limit reflects the questions whether Cambodia will be a nation of law or a nation of men.

A nation of men will be more risky than a nation of law. By a stroke of luck, if nation elects a capable and competent man as its leader, a nation prospers; and if nation ends up with an incompetent leader, the nation suffers.

With term limit where the law dictates the term of office of a leader, at least the people know that they only have to endure for one or two terms which ever the law of term limits may require if they end up with an incompetent leader.

Without a term limit, a nation depends on men of good conscience such as George Washington of the U.S. or Nelson Mandela of South Africa who did not want to hold on to power for too long.

Term limit is about political maturity of a nation. Term limit allows a civilized nation to peacefully transfer of power between individuals or facilitate a regime change without a coup d’etat or a revolution.

How long should a term limit be for Cambodia?

The nation must decide purely base on a unique character of Cambodia not a quick copy of neighbor nations. Cambodia’s term limit should reflect the balance or the tension between Khmer’s thirst for power and the stability of the nation.

Term limit is good for Cambodia.

For Cambodia, I think 2 five year- mandate of PM is enough while One 5-year term mandate is too short.

I agree 100% with Samdach Hun Sen Ideas, take control for 92 years is beter.comment by your patriot khmer Ek Oudom Long Saroath.

I think Samdach Hun Sen Controlled the government at the very best of all, even Sihanouk can't even compare with him, The country grew 2000 time than Sangkum Reatr Niyum of Sihanouk.

"Term limit" will weaken the country because it open up for incompetence politicians to destroy the country. Furthermore, it is not hard to destroy poor country because it doesn't have much to destroy, and no one in their right mind would want that. Thus, it is better to have no "term limit". There is nothing wrong with it, the UK still using it, and the US was using it for nearly 200 years... .

Hun Sen is the best man to rule cambodia forever. No one has kept cambodia safe as long he did. And if he's a bad leader as claimed by the power hungry westerner trained fools, Cambodia won't even exitsted today.

Thus, we want CPP!
we want CPP!
we want CPP!

Ah kantop 12:09PM, I agree with you. And I hope that it would be easy for that time to bring ahkantop hun sen and his slave to be trialed in hanoi, and hung them there for their crimes committed.

Gentleman

Thank you for raising this issue again to see whether it is benificial for the progress of our country. Many of former communist countries have adopted the reform for flexible governance of changing leadership for any term agreed to.

Many viewed that two term of five years is a sensible term for any issueds for implementation. However a term of five years with favorable of an additional term extension if candidate is re-elected seems more appropriate.

Simply a five years term allows the elected PM to perform, if unsatisfactory then another candidate can be nominated. Thus term limit is not more than two terms. It allows edequate period for training and giving opportunity to other to challenge.

In regarding to leading political party, it should be left to the party to decide by their vote of nomination.SRP does not appear to be in any conflict of the proposal because Sam Rainsy has not been elected as PM.

Please consider.

1:02, they been through all that already, and PM Hun Sen got PhD for his Rectangular Economic Strategy.

Now it is Ah western trained Sam Rainy's turn to go to Hanoi and see what he'll get.

Stop being so ignorant, 1:18. We all know Ah westerner trained Sam Rainsy, doesn't have what it take to run Cambodia. Instead of trying to do better, he try to make it easy for him to get PM position. Let's face fact, Ah Sam Rainsy is no PM for Cambodia. LOL, hahaha ... the guy can't even get visa to Laos or some of the Asian countries; how he will ever be PM anywhere is beyond anyone imagination. Maybe if he can practice PMship with a bunch of monkeys that live around Watt Phnom first.

"American president serves for one or terms with the exception of Franklin Roosevelt who was elected to the office for three terms."

Well, Actually Franklin Roosevelt was elected to four consecutive terms because America was at war (WWII) and also experience great depression! It would be very inconvenient to have election in time of war!

Now let compare to present day Cambodia! Does Cambodia under AH HUN SEN Vietcong slave is at war with any country? Of course not! What about Cambodian economic condition? AH HUN SEN claimed to have double digit unless dirt poor Cambodian people say it otherwise!

So allow me to ask all of you some questions! If AH HUN SEN doesn't want to accept term limit and he does he want to be a King of Cambodia? I believe AH HUN SEN is already a King of Cambodia whether you believe me or not because his given title says it all!

Please if you don't want to be a King and you must accept term limit!

Nope, the US has no term limit for nearly 200 years, and the UK is never going to have term limit because it will weaken the UK to have incompetence politician running the country. Accordingly, if you want to talk about term limit, come back in about 200 years, and we'll see what we can do, fair?

two 5years term limit is the best to go for Cambodia.

why da f*uck is it for only ah Kvak Hun Sen forever? what is about me? I want to be a prime minister of Cambodia too. aha kvak has been corrupted for 26 years, which is not fair for me a clean person.

Premiership term limit is good for Cambodia and for future generations of Cambodians; it is a matter of we wanted to adopt it or not is anther story. We, Cambodians, must decide whether we want to put our future on one man, one party. Cambodia needs changes. Only Change is constant and only change will make a difference in our lives otherwise we are the country of Bruma, Cuba, North Korea ect...

Khmer society seemed to have loss courage to change. It was the monarchy system that dominated the country for so long and had supressed ideas and drive for better society.

The wheel has been stucked. Unless there is momentum to move forward and released the seizure, the society will never advance.

True, once it move, there may be time that incompetent leader could be chosen. But, the benefit of change is immeasurable. Change of leadership peacefully is the most desirable form of government that train and encourage people to get better and to hope for better thing to happen. Once the habit of changing leadership take hold, dictator cannot take place.

So go for it. Let change and make it peacefully so the world can appreciate what this government has done.

Get out peacefully when the time is good and immortalize your good deed and good name.

Review the khmer history. Heroes are obscured because they did not know when to immortalize the deed.

Hun sen grews 2000 times faster when it comes to prositutions, corruptions, destructions of Cambodian natural resources and vietnamese settlers. You were born too late to know how it feels to live prior to the 70s. Idiots.

Anonymous said...

3:00, if you want to live like prior to the 70's, why did you destroying it?

Don't hold you breath, 11:21. There will not be any sissy to run Cambodia, only the wise one such as Somdach Euv or similar. They will win PM from the CPP, one after another, and Cambodia will continued to be brighter and brighter, instead of darker and darker.

The bottom line is you can't make a strong country with sissies.

Dirt poor Cambodian people are too superstitious and they still believe that King is God! Even if a dog has a title of King would still win the damn election! Ahahhahha!

I am not surprised that many new honorary titles were given to CPP Vietcong slave officials recently! Maybe dirt poor Cambodian people still vote for the title!

Time will tell!

That is not true, 5:57, we (khmer) don't believe in King should ruled forever. We are 100% for new King if they can defeat the old King. That way, we will all be a stronger society. Furthermore, we don't even required anyone to have royal bloodline to qualify to be King.

You're wrong. What is going on now is Cambodia is one of the fastest growing countries in the world, and all the poor will soon to be history. Thus, we don't want no term limit to spoil it for everyone.

I PUT YOUR COMMENT IN QUOTATION. IF YOUR COMMENT IS RIGHT, THEN MY KNOWLEDGE OF CAMBODIA AND ITS REGION MUST BE ERR. 2 COUNTRIES IN MY MIND THAT YES! YOU'RE CORRECT THAT THE ECONOMY GROW FASTER, BURMA & LAO. THE REST OF COUNTRIES IN THE WORLD. I MUST CONTEST TO YOUR STATEMENT BECAUSE THOSE ARE LACKED OF EDUCATION.

HAVE YOU EVER BEEN IN CAMBODIA TODAY IN YEAR 2007? IF YOU HAVE RETURNED TO CAMBODIA TODAY, SOMEONE IN THEIR RIGHT MIND -- WOULD DEFINITELY NOT SAYING SO.

6:37AM. CPP HAS FAILED THE PEOPLE OF CAMBODIA FOR 3 DECADES. MANY VILLAGES IN CAMBODIA HAS NO ROAD THAT IS ACCESSIBLE. THE SO CALL "NATIONAL ROAD" IS A ONE LANE FREEWAY. CAMBODIA LACKED ALMOST EVERYTHING THAT YOU CAN THINK OFF THAT THE CITIZENS. AND THE UTMOST BASIC NEED THIS GOVERNMENT, CPP. AH HUN FAILED TO PROVIDE THE CITIZENS OF CAMBODIA CLEAN WATER AND OTHER BASIC NEEDS FOR A COMMUNITTY TO THRIVE!

I MUST STOP MY COMMENT HERE BECAUSE THERE ARE TOO MANY ISSUES CANNOT BE DISCUSS ONLINE! HUN SEN IS THE THORN IN MANY LIVES!

correction...Cambodia economy grows faster than 2 countries: they are Burma & Lao!

Anonymous said...

Come on, 7:18, don't be ridiculous. I ain't gonna condemn the government just because a few people is pissed because they did not yet received any benefit from the booming economy, but they will. I have no doubt about it. No, growth can produce jobs for everyone in a flash. A 20% growth in tourist just means there are 20% more people working in that sector, not 100%. Some people will have to wait longer, but they will get job soon.

Also, our current tourist industry is only about 1/10th of its expected size. Thus, I say you aint seen nothing yet.

Had your viets leave us alone, we would have been alright. But, don't get too cocky, we will get you some how so you can get the hell our of our country and don't forget to bring those traitors along.

The guy only knows how to count how many five stars hotels are being built. Cronies economic policy never bring the country anywhere even 50 years from now. The country is being supported by donors, and that including some of us abroad. The others are there on concession deals. Blood suckers.

Wrong, Viet is our neighbors, and they are welcome, just like Canadian is welcome in the US, or the Spanish is welcome in France, ....

On the other hand, Ah Khmer-Youns should get the hell out of srok yuon because Vietnam belong to Yuon only. I can't believe that Ah Khmer-Yuon is that low and shameless to beg yuon for a place to live and food to eat. They are a totally useless dumb shit.

The fucken Vietcong always blame on the Khmer Krom people but the Vietcong also use Khmer Krom people as an inroad into Cambodian politic!

I don't deny that there are some sell out Khmer Krom people out there who are currently still spying for the Vietcong! The Khmer Krom people are weak and the Vietcong can force them to do anything they want! I mean even Cambodia is an independent nation and the Vietcong can still force AH HUN SEN dictator to hand over Monk Tim Sokhorn to be jail in Vietname! I am not surprised by the Vietcong thuggish behavior because Cambodia is still a weak country!

The only way to eliminate all the racial hatred and stop the Vietcong illegal clandestine activities and the Khmer Krom people must continue to fight for independent nation and this time the Vietcong will be on their own!
