New Criminal Law Worries Rights Groups

Cambodian rights groups are concerned a new criminal law gives more power to law enforcement without making them understand human rights protection, Sok Samoeun, a legal expert at the Camboda Defenders Project, said Monday.

Wider powers without this understanding, of the law or the human rights, could lead to abuse, he said, as a guest on "Hello VOA."

Better, clear training and understanding of civic freedoms need to be instituted in law enforcement to prevent rights violations of the people, he said.

The new law meanwhile nullifies some clauses of the old law that ensured effective evidence was introduced into the court.

Under the new law, a judge has more power based on initial reports that is not open to the former line of questioning.

Under the old law, evidence collected through illegal means was not considered valid. But the new law does not cover this, he said.

Without independent judges or more training, false evidence can more easily enter a case, Sok Samoeun said, leading to injustices.

This law is not written by Khmer. Government does not know how to write and interpret but only blindly implement it.

All those Asians and Africans who got education in France usually came back to their own countries to kill their own people. The evil French has done a very good job to brainwash these people.

if it doesn't break, don't fix it. this is a pure political from the communist mind people.

No, the old law was broken, that is why we fixed it. It does give justice to many victims of the crime because the court thrown out too many good evidences.

The pure form of communist ideology is that everybody including the rich and the poor peasants are equal but the fuck is if everybody is equal and why need fucken leaders!

By the way, the fucken Vietcong slave mother fuckers can pass all kinds of laws but there is one thing that they couldn’t pass and that is the ANTI-CORRUPTION LAW! You can say that the Vietcong slave mother fuckers use CORRUPTION to kill dirt poor Cambodian people and they use other so called laws to protect dirt poor Cambodian people and they know damn right that they don’t even enforce the damn laws!

11:12, all government must have leaders, but leaders are very few or negligible in numbers. Thus, when we say, "everyone is equal," all leaders are excluded.
