Among Cambodian leaders, Hun Sen is the smartest person in cheating his own people.
I think this political cartoon is a useful signal. Hun Sen learns that wherever there are lands disputes, CCP losses even commune election and general election. Therefore, now, he changes his strategy from ignoring to offering land to the people instead in order to make people happy for a while before the election season. But this poster is a bad show of his administration. He can not even stand in his current position for too long because people aware his tactic already. They will topple him once time comes.
Nope, PM don't need to do anything extra to win the election, except for addressing issue that effecting many people, such as the rice scandal.
