Translated from Khmer by Heng Soy

Sar Kheng, vice-prime minister and minister of Interior, declared last week in Siem Reap province that the price of rice in Cambodia is increasing recently because of traders from neighboring countries came over to buy them. Sar Kheng said that there are companies in Thailand and Vietnam that are short in rice for export overseas, so they came to buy them from Cambodia through middlemen, in order to fulfill their overseas rice export contract. No matter how much the price of rice costs in Cambodia, these foreign buyers will buy them so as to fulfill their contracts. Sar Kheng indicated that the activities of major traders who buy rice, are taking place mainly along the northwestern provinces bordering with Thailand, and along the eastern provinces bordering with Vietnam.

I suggest the gorvernment should introduce the Export Duty to protect our poor local Cambodian from the global demand of some basic foods.

This is great news for our farmers. It will give them a chance to make a few dollars and buy some new tools, pots, pans,... , or whatever they needed.

Plus, this should also help to motivate them to produce more and more for the coming seasons.

I have a lot of respect for Deputy Prime Minister Sar Kheng, but his blame for the rice price increase was misplaced.

The blame should lie squarely with our Ministry of Commerce which had failed to minitor the world's rice supply, demand and price. The fall in rice production and supply, and rice price increase around the world were widely reported many months ago, before the harvest season in Cambodia. Action could have been taken then to prevent traders from our neighbouring countries from buying our rice.

After all the rice was inside our country. It was our fault if we failed to control its sale.

Anyway, let's not cry over spilt milk. We have to pay a price for such a mistake. Let's learn the lesson and take appropriate measures to avoid any repeat of it in future.

it's good if our farmers won some amount of monies, but mostly this money will go to midlemen.

What is the fucken point when dirt poor Cambodian farmers have money but have no rice to eat? Is it worth to have money over food?

It seems that AH SAR KHENG understands the rice shortage situation and he didn't even come up with a plan to control the rice shortage problem and soon dirt poor Cambodian farmers will have nothing to eat! Just remember these dirt poor Cambodian farmers can't guarantee a plentiful and good harvest next year because there could be shortage of water, dry season, disease to rice, natural disaster...

That's sound reliable reasons that DPM Sar Kheng viewed. Thanks for sharing this. You're the man Mr. DPM.
The proble is that Cambodian not fully able to export our rice to international markets by ourself so we just breath from VN and Thai traders.
Gov't should curb the corruption in all relevant authorities to improve the business climates in Cambodia. Because of there is most corruption within comstom agents so that we cannot sell our rice to international markets which caused farmers and Cambodian traders to spend alot of cost to export.
If everything was improved, I believe that we can control our resources effeciency. Moreover, we can reduce poverty in rural area faster. Independent Economist!

I think Sar Kheng's rationale about the shortage of rice and the high price in Cambodia is correct. If one knows about the Law of Supply and Demand one know the answer to the soaring price of rice. The price increase was due to rice shortage and the shortage was caused by over-exports to neighboring countries, like Sar Kheng said. But who do the govt. need to blame? I agreed with Dr. Lao that the govt. has only itself to blame. It should put measures to control the price rise, like control exports, months ago. another thing is that exports to Vietnam and Thailand will not help our poor farmers much because the price offered was very low. If Cambodia need to export, then it should export rice to the final destinations, like to the Philippines, USA, Japan, China, Korea etc. Don't allow Vietnam and Thailand to act as middlemen.
