ONE of Cambodia's leading unions has criticised the proposed incoming government for being too bloated, saying that the expected 400-member Cabinet would increase inefficiency and strain the national budget.

Cambodian Independent Teachers Association (CITA) President Rong Chhun issued a letter Thursday asking the Cabinet to be pared back, saying the increased salaries for teachers and civil servants was more important than creating more government positions.

According to the letter, the proposed Cabinet will include nine deputy prime ministers, 16 senior ministers, 26 ministers, 172 secretaries of state and 168 undersecretaries of state.

Top-heavy government

There is no need for the government to have a "bigger head than its body", the letter stated.

"Every parliamentarian who is a representative of the people must consider concerns arising from the inflation of Cabinet members."

Government spokesman Khieu Kanharith could not be reached for comment.

However, Cheam Yeap, a lawmaker for the ruling Cambodian People's Party, said the large number of Cabinet members would not have a negative impact so long as these members support Prime Minister Hun Sen's government.

Again many members of the goverment and many vice provincial governors?

We can see most of them have only nominal post and no job to do. They just hang around like a Khmer Saying: " Wandering like dogs having chronic wound on the head".

If you want to be dogs, accept those fictive position.At least you got salary, car and fuel....

Yes he is obsolutely right. The more position created the more be complicated to Hun Sen to administer. Strategically, He shouldn't add more, it is better to strengthen the governnace by improving the competencies of those incumbent cabinet ministers.

However, this can be a headach to Hun Sen too in the future. He will soon be unable to manage his subodinates, and then the chaos will happen which will then trigger a change in political environment. Good drama can be seen then

Khmer people has learnt to adore someone who almost in his entire career sheds light and bring hope for the misfortune people. The people even the ground root supporters for the ruling people are back to the rationale and consciousness. They can't have a slight trust for cpp since the price of everything is killing them with their eye open. What do you suggest they do to tackle their daily life's expense? Price of gasoline, necessary commodities ..etc. Cpp now cannot just tame the people with cunning tactics of words..People will revolt and look for other sources and leaders that can "liberate" them from the miseries. And obviously the development is not giving helping hands for poor people to benifit rather the elites of the party and clans. Who not revolt when they can't even feed their hungry stomach? Why more support for the ruling system when the people get to realize that believingly the people are foolishy exploited for just benefits of particular individuals.
