Chumteav Bun Rany Hun Sen, president of the Khmer Rouge Cross, received her honorary PhD in “humanity” from the University of Cambodia based on her enormous contribution to the promotion of health for the people of Cambodia. The degree was handed to Chumteav Bun Rany on 16 October, at the Chaktokmouk conference building in Phnom Penh under the gaze of Samdech Prime minister Hun Sen.

If you want PhD or any degree for that matter, easy. First set up a university in your own name if you want. The fee is not substantial, but it makes take a couple of months at least.
Secondly, have your uni recognized by the Ministry of Education.
Afterwards, you can award yourself PhD in all disciplines that your uni "states" that it teaches.
Is it that easy? Yep, it is that easy. Uni in Cambodian (private ones I mean) is nothing more than a 3-stories flat. Go and have a look for yourself.

i'm so alarming how the system use medias to propagandas and brain washing people to conditioning them. Impute of richness and education, conditioning to live under link of poverty, Cambodian people has no possibility to think by their own in order to free themselves from a regime that condemn them to live so miserable, impute all rights and human dignities. Khmer people have to free themselves first from mental dependent and slavery of those who condemned and conditioned their life and way of thinking

That's the reason why most companies in Srok Khmer pay u 2 to 10 times more if u have a degree and working experience from abroad. It sucks cuz there are still many Khmer people who truly earn their degrees and yet they have a hard time finding jobs or get the kind of salary they deserve.

Degree is degree--just a piece of paper. It's the accomplishment, hardwork and knowledge you acquired that truely count.
University of the world should'nt hand degree to just anybody, it's cheapen its image of the school.
To tell you the truth, in Cambodia, a bachelor is worth as a high school diploma, and a PHD as a two year university degree.
Most of our actual leaders and ministers have no formal education, that s why even Hun Sen is proud when he is given PhD by fake internet scammer.
The actual government is reigning by fear and terror to the actual khmer citizen, because the majority is not educated, living for years during tyranic regime (KR and VN) that does not allowed them to have education.
If you want to help your country and increase the IQ level, all the khmer overseas shall come back to Cambodia to reverse the fatality of being governed by a bunch of idiots and the spouse that got fake PhD...

They build university for themself and they don't have to attend class but they can earn all kind of worthless deploma and degree within their own cirle of friends.
