In Buddhism, karma has been described as a fate or destiny which was determined by one’s own actions. In the Buddhist philosophy, karma is the quality of somebody's current and future lives as determined by that person's behaviour in this and in previous lives. In short, if you do good things, good things will happen to you. But if you do bad things, bad things will happen to you.
If one believes in the Buddhist philosophy of karma, then the recently death of Gen. Hok Lundy, Cambodia’s notorious police commissioner, has been attributed to his own bad karmic practices. And judging from the reactions of my fellow bloggers to the death of Gen. Hok Lundy, I wonder if his death has anything to do with his karma.
Gen. Hok Lundy, during his 14 years tenure as Cambodia’s police commissioner, has committed numerous gross human right violations. His ruthless approaches to his critics and opponents have seen many of them brutally killed and tortured.
He has ordered or personally carried out many politically-motivated and extra-judicial killings against his opponents. As recently as last July, he has been reportedly named by the respected South China Morning Post as having some, either directly or indirectly, involvements with the murders of journalist Khim Sambo and his son because Khim Sambo has written an article critical of his gambling addiction at Bavet Casino, the place where his helicopter crashed that killed him last Sunday. In 1997, a few days after the July’s coup d’etat, Gen. Ho Sok, a secretary of state of the Ministry of Interior from the Funcinpec Party, who was supposedly Hok Lundy’s boss, was personally executed by Hok Lundy himself inside the Ministry of Interior’s building.
Gen. Hok Lundy has been linked to many other high profile murders as well. The murder of Piseth Pilika, an actress who had a secret love affairs with Prime Minister Hun Sen and the attempted murder on Touch Sounnik, a famous singer who was rumoured to be romantically linked with a high-ranking government official, were somewhat linked to Gen. Hok Lundy. Other politically-motivated murders include the grenade attacks in front of the National Assembly on 30th March, 1997 in which 19 peaceful protesters were killed and 190 others were wounded, the murders in 2003 of Chea Vichea, a union leader and the murder in 2003 of Om Radsady, a prominent politician, are all linked to Gen. Hok Lundy.
But the recent attempted murder on Miss Suon Pheadkei, called DJ Ano, a TV presenter and an actress who was rumoured to have had a love affair with Gen. Hok Lundy, should shock everyone. Miss Suon Pheakdei had disappeared a few weeks ago and according to witnesses, she was last seen bundled into a car by 3-4 men. She was later found with head shaved and her body, breast and private parts riddled with 80 razor blade cuts. She was treated in a Vietnamese hospital and is not expected to live.
The person who ordered the kidnapping and mutilations of Miss Suon Pheakdei’s body is rumoured to be Gen. Hok Lundy’s wife. After the news of Gen. Hok Lundy’s death, I received an email from a respected lawyer and in reactions to Lundy’s death he said: “Justice may be slow in catching up on this criminal, but karma isn't. We hope his wife, who is holding DJ Anoy’s hostage in a Vietnamese hospital, will face justice.”
When asked to confirm how credible his information is, he said: “I can't confirm; the info was relayed to me by a friend who works in the film/karaoke industry in phnompnh.”
The death of someone should not be celebrated. Instead, it should be mourned. But, when it comes to the death of Gen. Hok Lundy, one of the ruthless killers of Cambodia, the news of his death, if not celebrated, should be enthusiastically welcomed. Personally, his death means the passing of one of Cambodia’s worst human right abusers. But in respect to the spirit of the death, I offer my sympathy to the bereaved family, his wife being the exception considering what she had done to Miss Suon Pheakdei.
And from the point of view of the human right advocates, Hok Lundy’s death is a gain for the humanity because his death means that Cambodia has rid one of the worst human right abusers Cambodia has ever had.
After reading different reports and claims from different sources, one wonders if Gen. Hok Lundy’s death was accidental or it was an assassination. Some people claimed that some witnesses told them that there is a group of people who shot down the helicopter with a rocket launcher before it landed at a helipad at Bavet town. Other witnesses claimed that they saw a fire at the tail of the helicopter before it went down. Other said that the tail of the helicopter appeared to have been hit by something.
So, was the helicopter crash an accident or was it hit by a rocket launcher? If it was hit by a rocket launcher, could it be the work of someone who wanted to get rid of Hok Lundy? Here is what I have received in my email from the same respected lawyer in which he said: “hun Sen also happy to see him dead as he is a thorn in HS's good eye. Lundi also held HS (Hun Sen) hostage for a lot of awful things.”
In summing up this editorial, Hok Lundy’s death is a loss, not a loss to the humanity but a loss of one of Cambodia’s murderous top cop. His passing should be a cause for celebration. But one should be worried about his replacement, Lt-Gen. Neth Savoeun. Gen. Neth Savoeun, a nephew-in-law of Prime Minister Hun Sen, is no angel either. He has a reputation of being a ruthless and another serious human right abuser, if not on par with Gen. Hok Lundy, his notoriety is no better either. This is another case of one murderer being replaced by another murderer.//

The title of the article should have been "the death of a mass murderer". May the spirit of Gen. Ho Sok, journalist Khim Sambo and others rest in peace knowing that their killer has now died. DJ Ano, if she heard about Lundy's death, would be overjoyed. Lundy's wife, if she was the one who ordered the kidnapping and mutilations of DJ Ano's body, must live in fears now, knowing that her protector, Gen. Hok Lundy, has now gone. What goes around, comes around. This is the law of karma.

The lost of General Hok Lundy is a National lost for Khmer People. Hok Lundy will always be remembered as a Hero who defended Khmer Rights and heritage from the rape by the Nazi Khmer-Oversea.
May all these Vietnamese disguisers living in our presence including Sok An, Hor Namhong and all the perpetrators rest in karma. They do not deserve to be leaders of Srok Khmer because they are not our people instead our enemy. While the truth is out there, it is not here yet. The so-called facts written in this article are just unproven allegations. In United States, if the media wrote this article, the editor would be sued for libel and vilification. In these he reveals that the government has itself been behind a number of big crimes committed over the last ten years, pointing the finger at Hun Sen himself and the National Police Commissioner, Hok Lundy. The incidents include:
1. The grenade attacks of 30 September 1995 on the premises of the Buddhist Liberal Democratic Party and a Buddhist monastery housing its supporters, where over ten people were killed. Heng Pov alleges that the attacks were carried out by subordinates of Mak Chito, the current head of the Criminal Investigations Department in the Ministry of Interior. He says that Hun Sen and Hok Lundy were behind the attacks.
2. The grenade attack on 30 March 1997 on a peaceful demonstration led by Sam Rainsy, now an opposition party leader. Four grenades killed nearly twenty persons and wounded more than 140 outside the National Assembly. Heng Pov, who was there at the time, claims to have seen four perpetrators running towards Hun Sen's nearby residence, two of whom he could identify as subordinates of the prime minister. He further claims that in 2003 one of the two men confessed to having thrown the grenades on an order from Hun Sen.
3. The killing of Secretary of State Ho Sok on 7 July 1997. Ho Sok was a senior FUNCINPEC party official who had taken refuge at the Embassy of Singapore after open warfare broke out between his party and the Cambodian People's Party of Hun Sen, and some 40 senior members and army officers of his party had been killed. He emerged after negotiations, only to be arrested and taken to his own Ministry of Interior. Heng Pov claims to have witnessed him being machine-gunned to death there by two men, one of whom reportedly told him that they had been sent by Hok Lundy.
4. The shooting of screen idol Piseth Pilika on 6 July 1999, which led to her death. Piseth Pilika is widely known to have had an affair with Hun Sen. Heng Pov claims that Hok Lundy had had an affair with her first and then introduced her to Hun Sen, whose wife blamed Hok Lundy for matchmaking her husband with the actress. He says that Hok Lundy made amends by promising to "separate" Piseth Pilika from Hun Sen, and that the killer was one of Hok Lundy's bodyguards.
5. The killing of former Member of Parliament Om Rasady on 18 February 2003, and trade unionist Chea Vichea on 22 January 2004. Chea Vichea was president of the Free Trade Union of Workers of the Kingdom of Cambodia, the biggest labour union in the country. He was a champion of rights for his fellow workers, and tens of thousands participated in his funeral procession. Heng Pov organised a press conference at the time to present two alleged perpetrators. However, an investigating judge released them for lack of evidence, and even the former King of Cambodia has said that they were not the real killers. The judge was himself then punished for making his decision, and the two were rearrested and sentenced to twenty years' imprisonment. Heng Pov says that he now also doubts that they were the real killers and that those who killed Om Radsady and Chea were the same men sent by Hok Lundy, working in an identical manner and with an identical gun.
6. The attempted murder of Koh Santipheap newspaper editor and publisher Thong Uy Pang on 8 June 1998. Heng Pov had previously himself been accused of the attempt on Thong Uy Pang's life as he prepared to pray at the grave of his parents in Phnom Penh. Heng Pov now alleges that one of Hok Lundy's bodyguards was responsible.
7. Smuggling of narcotics. Among other cases, in 1997 Hen Pov led the seizure of seven tons of marijuana belonging to the company of a senior businessman with close links to Hun Sen. Heng Pov claims that Hun Sen intervened to prevent the man's arrest.
In response to these revelations, which have gripped public opinion in Cambodia, the government has claimed that Heng Pov is wanted over the murder of a judge, three attempted murders and other crimes. It has issued an international arrest warrant for him and refuted all of his allegations, claiming that they have been made in order for him to obtain asylum abroad.
Heng Pov's allegations should be of grave concern to anyone bothered about the situation of Cambodia today. All of them are credible, given the extent of details and Heng Pov's inside knowledge and personal connections to so many senior persons and major criminal cases over the last two decades. And in none of the cases identified has there ever been a serious or reliable investigation leading to prosecution of the genuine perpetrators.
The criminal investigation authorities in Cambodia are obliged to treat Heng Pov's allegations with the utmost seriousness. They must now revive or reopen investigations into each of the abovementioned cases, among others. All accused persons should temporarily resign from their posts or be suspended pending the outcome of these investigations.
The Asian Human Rights Commission calls upon the King of Cambodia, the parliament, judiciary and government to take the necessary measures to see that these investigations are begun without delay. It also calls for Prime Minister Hun Sen, National Police Commissioner Hok Lundy and head of the Criminal Investigations Department Mak Chito to step aside or be suspended in the interim.

Number 5 has always been considered a special number for those who followed the ancient Khmer ways. This year is the 55th anniversary of Cambodia's independent day.
Call me a superstitious, there are just too many odd chances came together in the death of Hok Lundy (is now Har-Mouy-Lup), who is 51 years old (bad luck he had the extra 1 year). The fact that he died the night of the independent day, when the sacred candle was lid to called upon the spirits of the thousands and millions of Khmer compatriots, including some anguished soles who died by Lundy's deed.
Blame it on the weather that brought down the helicopter, but in superstitious words the helicopter was brought down by the soles of Khmer patriots. It should be taken as a warning to the rest of his packs. Hok Lundy died when on a nation mission said, at 7pm in the dark? One should wander how many times has he made this kind of trip, flying across the border in the cover of darkness to take pay homage to his master on the other side of the border. And it just happened to be on a national holiday this time? Vietcong tactic, they like to use festive occasions for their major covert operations (new year 1969, Chhoul Chhum 1975, Christmas 1979, etc...)...The devil has save a few trips this time, he came from hell and took the soles of the the 3 bali bombers and Hok Lundy (now Har-Mouy-Lup) in one day, a very environmental conscious devil indeed, reducing the amount of energy spent by saving a few trips to middle earth.
