Lt-Gen. Neth Savoeun (pictured), Deputy Police Commissioner, has been appointed Police Commissioner in a decree signed by King Sihamoni to replace Gen. Hok Lundy, who was killed in a helicopter crash (on the 9th of November). The news of his appointment thrilled many police officers, despite there are concerns from civil societies of the independence of the police force.
Gen. Mok Chito, Chief of the Directorate of Penal Police of the Ministry of Interior, said that the appointment of Gen. Neth Savoeun as the National Police Commissioner is simply the best because Gen. Neth Savoeun have been a police officer for a long time and he knew the police force very well. He cares about the welfare of his police officers and he has helped to modernise the police force. And so, all the police officers are happy to see him appointed as Police Commissioner.
Gen. Mok Chito said that Gen. Neth Savoeun have been a police officer since 1979 when he was appointed as the director of the office of penal police of Phnom Penh City. Other than supports from police officers, the appointment of Gen. Neth Savoeun has received supports from many public servants as well.
One public servant, who wish to remain anonymous, said that Gen. Neth Savoeun’s new position is not his first position. Before this, he was already a Deputy Commissioner of the National Police. What the public has never heard about Gen. Neth Savoeun was that he never had any scandals nor has he done anything wrong against the people in his capacity as a police officer. This public servant added that he hopes Gen. Neth Savoeun will continue to lead the police force toward a better force that can provide security and safety for the people.
Dr. Pung Chiv Kek, president of the human right organisation Licadho, said that she wish to see the Police Force and Military Police Force perform their duties independent from political interferences. Mrs. Pung Chiv Kek said that, it doesn’t matter whether Gen. Neth Savoeun is the nephew-in-law of Prime Minister Hun Sen, what is important is for him to respect human rights, find justice for the people, make Cambodia a law-abiding and a democratic society. If all of these can be achieved, it will lead to more foreign investments which will make the country more prosperous.
However, Mrs Pung Chiv Kek said that, to avoid criticism, the person appointed to the position of the National Police Commissioner should be a neutral person. She added that the best person for the job is a person who is not related to the prime minister of the country and not affiliated with any political parties.
Mrs. Pung Chiv Kek added that she wish to see the standard of the police force improved so that the force is fully competent to perform its own duties independently in order to avoid criticism of corruption that plagued the current police force.

He has been a director of the office of penal police of Phnom Penh City, a deputy commissioner and commissioner of Phnom Penh Police, director of penal police and head of economic police of Ministry of Interior, re-appointed a Commissioner of Phnom Penh Police before becoming chief of Central Directorate of Justice Police in 2000. I agree with Dr. Pung Chiv Kek that this person (Neth Savoeun) needs to have interests in the country and work for the people in order make Khmerland prosperous. But, in Srok Khmer, especially position in government one is not connected is hard to come by. Of course, I would prefer a person in such a position to uphold the Laws of the Land and intangible to any political parties.
I'd like to see any citizens in srok Khmer get punish to entend of the laws--no matter who they are from shoplifting, traffic accidents, land grabbing, bribery, CORRUPTION, etc.
Now, Hok Lundy's gone. Khmer people will save $375,000/month on the pay roll. It's hard to believe in a country, where >35% of the population ONLY make 0.50 US dollar a day, and police chief gets >4 million USD/year is outraged.
But, it was good ridden! What to come next as the CPP renewing the marriage of ruling the country?

Neth Savoeun is Hun Sen's nephew-in-law so whether he is qualified or not it doesn't matter. what matters is that he is Hun Sen's relative, that's why he got the job. He is a corrupt police officer and a killer like Hok lundy as well..muoy dombor ning buon.
Neth Savoeurn, he is pro-vietnamese, for high ranking officer in CPP, most of them were from Vietnam, and they are pro-vietname. I was one of them those day,but because I lived my live with Sihanouk and Lon Nol era, I saw them as Mafia-like or gansters that was going to ruin Cambodian once again and this time would be more deeper and deeper because of Vietnam support.
I escaped doing a garrillar war inside the country eastside in Kampong Cham, Prey Veng and Svay Reing. How I felt those day is now repeated, the CPP will not promote educated person (Khmer) to stay at higher rank except that whom are YOUN-KHMER or Khmer-pro vietnamese. You all can see now how CPP is doing in or among their parties from the Ambassador to the police chief.
Kon Khmer you invest so much in education, you must use it as a tools to conquer them. You start inside the University so the world can see that you are standing to promote democracy. Come to this point, one might say it "why don't you do it", my answer, Yes I did it for so many times.

All CPP's leaders are uneducated, that's in 29 years of their rule Cambodia is still very poor because they are very corrupt, stealing all state's money. One day, they will pay for their sins.
If Cambodian leaders were well educated and independent, Cambodia would have progress in a large proportion. But because of personal greed, corruptions and power this is how Cambodia end up in it present day. Imagine if Cambodian had a greater leader and well educated people doing the work for a nation! A nation and the people reflects on it leadership, if Hun Sen is an international beggar so is the people. In Cambodia when you are doing honesty work for the people and work for the government they will have you removed. Its not an interest for the CPP to see you ordinary in a better of situation.

Qualified person for CPP is the one who can torture and kill Khmer people. We knew about that and CPP candidate most came from Khmeng Kra Bey not Khmeng Wat.
Khmer is a country with dignity? Please keep our dignity in mind and avoid using inappropriate words "such as Ah, Ah Pleu ..." as much as possible. Using these words for discussions would end up with creating more enemies than friends. Pls use discussions to get to know more each others in a united way. It is sad to hear you're giving comments without thinking who are the yuon's head and Khmer's body. You all are very young, you knew not so much as the elderly who are from the age of 50 up. The Sangkum Reas Niyum of the King Sihanouk was not so bad but he's the communist site which many intellectuals in Kampuchea (Cambodia) did not like him. He reigned till 60h century, decided to offer back the throne to his King's father and became Preah Promuk Roat (State's leader). Back to his throne while the King's father passed away. The King's mother, HR. Khsatreyani Kosamak Neary Roat was a symbol of Cambodia. The King Sihanouk wanted to make Cambodia becomes communist party which the group of people named sampoan Youveak kok [Youveak Chun Kommuy Nis Kampuchea (Kampuchea Communist Youth)]). Who do not want to join this party must be arrested and accused as betrayed.
In the 70th century, H.E. Lon Nol committed a coup d'etat because he did not want to see Cambodia becomes communist country. The king called for a stryggle by China's radio into Maki forest to protest Lon Nol. people believed the Peace would come truth while the King came back to rule. Unfortunately, people all level were evcuated for a couple of days to the remote area so that the Ang ka (organisation) manage anew, then people would be able to come back to their residents.
In 1975, Salot Sar known as Pol Pot reigned the country with killing about 2 to 3 million Khmer people who were innocent even all the adult male. No rights, No to do anything besides the workplan of Ang ka which is hard work at the rice field to develop of rice crops from 1 to 3 tons per hectare. People receiving only 1 or 2 of milk cannned to make porridge in a large pot of 20 liters of water. It was watery porridge. People cannot take anything to eat even their own property which they planted, otherwise they would be hit by the axe on the neck instead of shooting or hanging or chopping, but they did burning and giving to the crocodiles. Due to starvation, they all died with skeletton and hunger.
In 1979, Heng sam rin wih hun and Chea sim with their troops came with yuon (vietnamese troops) to invdae Cambodia territory with promising to let the yuon people ruling Cambodia from the back. Ruling so far, many Khmer people have been killed by many means (shooting, hitting, mobbing, crashing, burning, hacking, chopping, accusing as betray, assassinating....etc....). Illiterate substance, made these high rank and the PHD brain's selling to be yuon party created many tricks in Cambodia to develop corruption, to kill the person who protest their party, to make black becomes white at the court, to write the fake constitution which only for serving their bad committment and bad idea. In the mean time, yuon are worldwide resident in Cambodia with arms hiring and pretend to be the sellor, the tiny business person, the high rank person interferring inside the government and NGO, INGO, UN agencies at all level and all over Cambodia territory. Living within such condition amde Khmer becomes nervous and stress and wait for the angle to rescue them rather than the world which only open eyes, open mouth, open ears with nothing. Most of high rank in Cambodia ruling party known as CPP are illiterate and peasans who have never ever known the civilisation and modernisation in the world. Their power in hand is to continue to hold tightly, otherwise they will ahve no more body, power, money, injustice in their hand.
Price Sihakmuny is only a symbol to represent the country, no rights to do anything at all. The prince follows the trick, the words, the order of hun sen for his life and his royal family being stable.
In this era, the intellectuals, students, pupils, learned persons, honest persons become stupid, silly, crazy while the illiterate are very smart and intelligent.
IF YOU ALL DO NOT TRY HELPING EACH OTHER IN ANY MEANS TO DESTROY AND ELIMINATE THE COMMUNIST PARTY WITH THEIR GREEDY AND EXTREMELY WANTED, ONE DAY YOU WILL NOT HAVE kHMER IDENTIFICATION ON CAMBODIA TERRITORY ANYMORE.
