Hun Sen vows to fire anyone operating illegal checkpoints
PRIME Minister Hun Sen has ordered provincial governors in border areas to make all efforts to assist small traders involved in cross-border commerce with Thailand and Vietnam. The premier's instructions follow complaints from struggling traders who have said in recent weeks that they are facing renewed hindrances from illegal checkpoints at border crossings.
"Don't make obstacles for traders trying to sell their wares to neighbouring countries," Hun Sen said, at the close Thursday of a conference at the InterContinental Hotel, referring to the practice of some corrupt border officials to take bribes to ensure passage of goods.
He said he would sack officials up to and including the level of provincial governors and four-star generals if they or their staff were found to be involved in corrupt activities such as operating illegal checkpoints.
"I will not keep one person whose misbehaviour causes the destruction of the livelihoods of other people," he said. "You must appreciate the demanding living conditions of people and must not take bribes when they try to trade their products."
Chieng Am, the governor of Svay Rieng province, which borders Vietnam, said he would ensure Hun Sen's instructions were followed. But he added that the lack of a market meant the amount of commerce between traders in his province and those in Vietnam was small - villagers sold just a small portion of their rice harvest and chickens across the border.
Foreign Minister Hor Namhong said late last year that official trade figures between Cambodia and Vietnam stood at US$768 million in imports and $135 million exports to Vietnam. Those figures exclude small-scale cross-border trade.

Hey, if you admit that, why don't you punish them? Or just promote them to be higher??? Do not joke anymore because most corrupted officials have higher rank in government. Most of ministers consider their ministries as their homes, so only their relatives that have priority to go oversas and get higher position in the ministries. I live with for 30 years, but I still see those corrupted ministers get higher and positions, and stay at the same ministry for generation.
Yoh dude (4:24), don't be silly. This is no textbook. Sometime you can't do anything about evil. For instant, every country need the military to defend the land, and if they are corrupted, you can't just lock them up and open your country for invasion. Therefore, you have to wait for the right moment, and hope it will come but not always.

5:51, "the right moment" is the moment that allow to act to get rid of evil that hinder your country from growing, and sometime it will come, and sometime not. Frankly, the problem is you can never have a perfect system.
Look, in reality, it's just plain difficult to deal with the military. Many people got their arse couped by them. Just look at Pakistan and Thailand. Furthermore, even the official in the US kisses the corrupted Pentagon's arse, in case you don't know.

It is sad that to see Cambodia is ruling by a single ruler rather by National Institutions. Only backward countries like Cambodia, North Korea, Laos, Zamnawe, Burma, where the wild rulers set up the all the rulers for their inferiors. All developped Nations were run by their strong National Institutions. In these developped countries, their Prime Minister can only dealt with their ministers of their Government. The Prime Minister, Ministers, all elected positions and all high public servants are all having their position manuals exactly the same like you buy a car or a computor which is called products manual. All positions have their position manuals in which included all their entilement and their mandates. The Prime Minister cannot even dealt directly to a small simple ministry staff. All public servants will be under their own bosses which are the CEO of each ministry. The Prime Minister can dealt with his mnister and each minister can dealt with his CEO which is in contract or by their promotion. Let alone all governors and all military leaders. without support from military leaders, the Prime Minister must resign straigh aways. In all democratic countries, all ministers can challenge the Prime Minister at any moment if they felt they have lost their confidence. With only 50%+1 of the causus support the challenger can remove his boss without a bloodshed. Hun Sen should work hard and be good friends with the US, then he later can ask US for helps to revoke the citizenship of the Hin Sithan and his patron Vietnamese spy Ly Yiep and send them back to Cambodia.

It could happen, because the US will do everything to keep its interest as is priority.
