By Phisanu Phromchanya

BANGKOK -(Dow Jones)- The Thai Cabinet Tuesday approved a THB1.4 billion ($ 41.2 million) budget to provide financial assistance to Cambodia for its road development project.

The 30-year soft loan will charge interest at 1.5%, with the principal being repaid from 2019 onward, a government spokesman told reporters after a weekly cabinet meeting.

The project is expected to boost traffic volume between the two countries in both tourism and logistics.

Whether Cambodian GOV't acept or not I thing is still good for us any ways. Thing I want to say though if Cambodian Gov't acept please allowe all Cambodians take care the Jobs and properly train by Siamese, do not let this jobs up to Siamese do what everthey want to.

If Cambodia can’t repay the loan, Thailand will need to claim a piece of Khmer’s territory to compensate its financial assistant. Cambodia should make sure there is no string attached to this soft loan if it wants to do buz with the enemy!

Khmer is a peaceful nation provide that yuon return PREY NOKOR,KAMPUCHEA KROM and KOH TRAL back to us and likewise the Thai has to return some stolen provinces back to us too then we all can rest in peace for good.

Cambodia should not take the money. Thailand may have alterior motives. Thailand has proven they can not be trusted given the Preah Vihear situation.

What we need Siamese thieve cabinet to do is to withdraw the troops from our territory that is priority not thing else for the time been.

down Ah Siam!

I said no, do not take their aid. It is no good for Cambodia, short and long term effect. Cambodia can do it without Thailand's ill-intention money. Cambodia must concentrate on working hard and rebuilding our country with no help from Siam. We don't need it in our history. If they really want to help us, they would leave us alone so we can focus on our development; but they chose to the narrow-hearted neighbor with greed on the top of their head.

Thailand wants to help us? Are you sure? or helping themselves is more like it so they can flock in their goods into more freely into Cambodia I believe at cheap.

It is only a bate... will Cambodia be fooled again?

I said YES take the money, and then put the condition on the Thai.If you won't withdraw your troop from Preah vihear then we will not pay your loan back.

I just read Cambodia Daily today its headline Controversial Social Affairs Site to Expand"The project government intend to round up beggars and homeless from the street.

Ha ha its look good from from outside, if we try really look inside, we can see the really intend of government is dont want to other world to see weakness of Cambodia government, it poverty alleviation strategy and claimed Ecomonic growth 7% to 10% or double digit every year.

Another word, those beggers they beg for survial!!! if they want to round up those beggars, they should also round up the high government official because they are begger too, beg money from china, Janpan, US, ....they are a big money begger, these begger really effects the honor of the country too.

hey hey

Vietnam and Thailand should take this opportunity to build roads connecting their borders and big cities in Cambodia. It is a good ways to pour in goods. Sometime we can find vietnamese orange in Battambang and thai duran in Kampot. While not all infrastructures inside Cambodia have been rehabilitated or constructed, cambodians farmers cannot compete with Thai and Vietnamese products.

remember what the former US presiden ronald reagon said: trust but verify. we can trust, perhaps, however, make sure to verify their good intention, if they have one; if not, we can always deport them or null it altogether as well. we have to see first!

Take the money but make sure Thailand knows you are going to use it to by tanks and guns to protect our border

Anonymous said...

u just do not understand. generally, the money for roads construction will go to the companies from countries that provide the loan. if we borrow from China, the project will be awarded to Chinese companies as the case for road from Kratie to Stung Treng and continue to Lao border. The same for the National road number 1 from Bovet to Phnom Penh, it was vietnamese company who was in charge, because some segment of the road used loan form Vietnam. And roads from Koh Kong to Sre Ambil and Cham Kasan, Anlong Veng to Siem Reap were constructed by Thai companies. And it will be sure that this 41.2 Million dollars will be used by Thai construction company.

as a clause, they should also hire and train khmer engineers as well. othewise, what good is it for cambodia if we can't learn to build roads and other infrastructure ourselves. that said, infrastructure building should be good and last cambodia a long long time, if they do a sloppy job, we will never contract with them again. again, we will have to see to result. still they must hire khmer workers as well so khmer people can benefit from it as well. after all, they intended to help cambodia, not taking advantage of cambodia and our people again. otherwise, don't do business with them, period!

That is normal, our neighbors provide us loan for their interests. We should remember that why Vietnam was not so happy when Japan approved aid to construct Kampong Cham-Tunle Bet bridge and but not the project for Neak Loeurng bridge until now. Actually the traffic across Neak Loeung river is more crowded than Kg. Cham, but I think Japanese government understand well about the important of internal infrastructure that was why it did not approve the Neak Leoung project before Kg. Cham bridge.

Take it or leave it? It depends. If it is of good faith from Thai side and transparency on Khmer govt side. But I think Thailand just gives Khmer soft loans so that Khmer gives it back; soft responses to their aggressive claims to border's areas. at same time, govt is infamous for loan mismanagement. So if these clouds hang over, loan is no use!!!KhmerOpen

Taking this grant aid from our enemy shall highly and strongly be careful beacuse: it's easy to impose or influence on our Khmer society as 1). our pure and priceless cultrue and 2). social economic capture in monopoly market; 3). Our two countries remains very culturally sensitive and very fragile relationship due to the current on-going border conflict claimed and invaded by Siamese troops and 4). It will down grade on Cambodia, in many ways.

However, would suggest that in any circumstances, the RGC should not make much political deals with Siam or Yourn because they have been a long time in history and is still today of trying take Cambodia under its control. Recommend the RGC to deal and get more supports from other countries; for example, UK, France, USA, AusAID, NZAID, KOICA and other, but NOT from those two countries, Siam and Yourn.

8:28 AM, do you mean that you want the government take money from Thailand and it is ok for them keep soldier on our land? If you mean like this, you are asking the government to sell Preah Vihear to Thai.

Anonymous said...

Do not accept it! They will said it's belong to them. Or they will ask for joint share. Probably there is a conditional on that offer.

Kounkhmer,

DO NOT ACCEPT IT!!!!!! THESE SIEMS ARE SLY. UP UNTIL NOW THEY HAVE DEMONSTRATED THAT THEY CAN TWIST ANYTHING INTO THEIR LIKING AND FAVORS WITH NO REGARDS TO US. SO CERTAINLY IN THE FUTURE, THEY COULD VERY WELL SAY THIS PATHETIC SOFT LOAN WAS ACTUALLY A PAYMENT FOR A PIECE OF CAMBODIA'S LAND. THUS CREATING MORE PROBLEMS FOR US. CALL IT PARANOIA, SO BE IT. BUT KHMERS HAVE TO BE VERY CAREFUL WITH THESE SCOUNDREL SIEMS FROM NOW AND EVER....

8:54PM, the voices in this forum are from ordinary citizens for politicians and if one is a good politician and policy maker, s/he can balance and recognize what's appropriate to accept or reject for the benefits and security of the people and country not for the sake of accepting a what so-called loan with ulterior motive. The track records of the siems haven't been very positive or honest in any way, shape, or form. Yeh, yeh, a signed agreement accompanies the loan with conditions and clauses. But heck, the siems don't even obey the border demarcation recognized by the world community ratified and signed by the siems themselves, the French, and us back in 1904. Yep it sounds cynical. Hell, they haven't proved that they fully obey the recent 1962 ruling by ICJ on Preah Vihear and the lands surrounding it. Khmers can't afford to be gullible but only firm, wise, just and cunning with this neighbor.

we pitch they rich.........

This is the same tactic as the siams stole everything from "Banteay Longvek" around 1550's , this time no matter what costs and they will stole Preach Vihear Temple from us.

Anonymous said...

If this plan get through, its must be politically currupted to get khmer land. Our two neighbor thai and hanoi best interests is steal, kills and curruptions!

8.54PM, do u think Khmer land needs development through loans. Think twice!! it has lots of wealth to be used for development. But all of the wealth such as state property, Angkor Wat fee, logs... disappeared due to the corruption conglomerate of the powerful and unusaully rich groups. KhmerOpen
