Cambodia's corruption index improves by a hair ... but still near the bottom, i.e. one of the most corrupt country in the world

Transparency International issued its 2009 Corruption Perception Index (CPI). Cambodia's rank moved to 158 out of a total of 180, a slight improvement over 2008 when Cambodia ranked 166. Among ASEAN countries, Cambodia ranks lowest along with Laos.

You want to know what real corruption looks like, open a business in China or Viet Nam. At least in Cambodia nobody strong arms you for money when a foreigner forms a Private Limited Company at the Ministry of Commerce- you only pay the standard, posted filing fee- not so in many other countries.

if cambodian leaders want to make our country clean they should send young khmer students to "rian sotr" in New Zealand which is at the top of the list, proudly #1 least corrupt country in the world. Why go to Australia (#8) the US (#19) or, God forbids, France (#24, oui les Francais sont fatalement corrompus!)? i say, learn from the pro!

Khmer don't have to go very far to learn to do the right thing: how about Singapore?
Besides, we learned righ or wrong and not to take other people things when we were children from our parents. The problem is not that we don't already know but we chose not do it because the system is corrupt from the top down.

3:28AM and 10:19PM - fair points but without role models people cannot dream of a better world. Example:the minute you land at Pochentong you get an astronomical passport fee slapped on you when it's free in Spore or New Zealand.. and of course the fees will end up in those monkeys' hands.. and you can name a lot more cases of such corrupt practices. but how do you break that cycle when the reason those monkeys throw back at you is "we can't survive on our salaries"? you have to go back to the root of the khmer psyche: to steal from the state is not committing a crime or sin ("ampoe barb"), because the state is not a living person. Ifyou can change that and convince the monkeys that there is a Person all seeing all powerful who will judge them for the crime they've done, including stealing from the state - then and only then will they straighten up.. i hope!
