RCAF failed to report clashes at border: PM

Thursday, 13 May 2010

The Phnom Penh Post

PRIME Minister Hun Sen has lashed out at military commanders stationed along the Thai border, accusing them of withholding information pertaining to a recent border clash that they said was caused by drunk Thai soldiers.

Speaking at the inauguration of Preah Vihear provincial hall Wednesday, the premier said Royal Cambodian Armed Forces (RCAF) Commander in Chief General Pol Saroeun, his deputy General Chea Dara and other commanders had given him conflicting reports after two exchanges of gunfire between Cambodian and Thai soldiers on April 17. He did not specify how the reports had conflicted, or what information might have been withheld.

“You have to be careful, reporting to the leader. The reports have to be cleared. I would like to tell all military commanders that they have to report in detail – even small things have to be reported to me,” Hun Sen said.

He said the poor quality of information available about the incident could have compromised military strategy at a time when Thai nationalists were reportedly planning to tamper with border markers. The premier also asked for clarifications about explanations given to him by commanders, who reported that the clashes were caused by drunk Thai troops.

“I want all commanders here to understand that they should report all events that occur, whether we are right or wrong, to the upper echelons so we can better analyse” the situation, he added, and warned that any further obfuscation on the part of the military would be punished.

But Veerachon Sukondhadhpatipak, deputy spokesman of the Royal Thai Army, said he had received no reports about Thai soldiers drinking at the frontlines.

“If it was the case of skirmish or exchange of fire, it must be the case that something happened before,” he said. “Soldiers who are working in that area understand ... the sensitivity of the action or whatever happens.”

Upping the heat on loggers

In his speech, Hun Sen also repeated earlier orders that military commanders should refrain from illegal logging.

“Military officials have to protect the forestry and land where you are based,” he said.

Colonel Meas Yoeun, deputy military commander for Preah Vihear province, denied that soldiers in the area were committing forestry crimes, and said that no soldiers in the province had been arrested in the recent crackdown on illegal loggers.

Ty Soveinthal, a prosecutor at Siem Reap provincial court, where authorities say they have confiscated thousands of cubic metres of valuable timber in recent months, said he had not uncovered any military involvement with the operations.

One environmental activist praised the prime minister for keeping the heat on the country’s illegal loggers.

“I have learned from my colleagues in the field that this month and last month, because of the crackdown, it is very quiet everywhere,” said Bunra Seng, country director of Conservation International.

Many Khmer army generals could not even read topography maps, How could they even know how to prepare a report.

All they know is to drink, spending money, sex, driving lexus, shot and kill. and don't ask them to write or read.

I wouldn't fight to dead for the khmer generals. Not worth it. They don't care about their solders, only care about their women and wealth.

This lesson was done and seen happened during the KR's regime when most of their army generals doesn't know how to write a report. All they know were to smash people so they don't have to write full report. And their excuse was saying Kmang "Enemy" or "adversary".

So these generals, I think they still left over from Pol Pot regime.

During 1979s, Chea Sim and Heng Samrin can't even speak proper or technical words behind the podium in front of the crowds.

These people were uneducated now they are the ruler of the country, no wonder the country can't even go fast speed develop. They called this a title crawling speed.

If they care enough and said to the Vietnam like this. Hey look, I know you control me but every time you do something in you country, I want my country to be at least close to your development if not the same speed at least 90% behind not 9%.

Look at Viet now, they have all kind of electronic companies inside country now.

We can't even produce enough energy or electricity to feed just Phnom Penh.

THAT'S HOW A COMMUNIST PEOPLE PARTY ( CPP ) RUN THE COUNTRY. IT'S ABOUT TIME TO HAVE ALL THOSE GENERAL, ARMY TO THROW HUN SEN OUT OF POWER. GET RID OF HIM NOW BEFORE HE GET RID OF YOU OR KILL YOU.

Sumromariddh (11:37PM),

Do you think so? Why don't you tell your Tai troops to cross the border, and we'll show you how our Khmer soldiers kick your coward ass.

Ah, I recalled reading BP a few weeks ago, you coward soldiers were running away from the redshirts like chicken in BKK streets leaving behind their riffles and PAC's.

Maybe your tai soldiers will lose their underware too when facing Khmer soldiers.

Army Generals who do the report with wrong information must be fired.
How some one could make a good decision with wrong information ?

Khattiya, better known as "Se Daeng", had been threatening a "war" in the wake of the prime minister's proposal. The officer was also heavily linked with unknown "men in black" who attacked troops on April 10 at the Rajdamnoen Avenue. Before April 10, he and red leaders had disavowed each other but after the bloodshed he returned almost triumphantly to the Rajprasong rally site although he never seemed to be among the inner circles of the red political hierarchy.

The Centre for the Resolution of the Emergency Situation kept a tight lip over the Saladaeng incidents, and its latenight announcement was exclusively about extension of the state of emergency measures to cover 15 more provinces.

It seems like this guy Seh Daeng going to die soon. Very serious damage to his head.

Thai soldiers do not want to kill our own citizen you know that!

We are not barbarian like Khmen.

We will fight seriously with the enemy.

When dealing with our own, we respect them.

Years ago I heard that Hun Sen is going to resign when he can't fix all the problems. Though he is just not resign or fixing the problems, the problems are getting much worst day by day.

Wow, very incapable PM!!!

Who is behind the killing of democracy? Sirikit, Pumipon's wife. She is the most powerful woman behind the crown and the world richest queen.
Her dictator family owned Thailand and with all money and power they can hire people like Abhisit to do their dirty job.

Black uniform was a dirty tactic by Abhisit to kill the red shirts; and the term "terrorist" is a way for GI to fully return to Thailand.

I won't be surprised if Hanoi also play part in the Black Uniform, because Hanoi now is trying to help the US to survive from China.

Better to have some military experts from Hanoi, than nothing. They are not good like some of you, but they still good enough to protect our country.
I also don't think some of your on this forum understood well or have great knowledge of politic, economic, education, military or leadership background.

1:54AM,

Is that so? I would suggest you spend more times reading comments on BP. Those are the words from your fellow tais, not mine.

Your army use live ammo to shoot unarmed protesters, but ran away like coward when confronting with the redshirt guards.

By the way, if your army is so good, how can they buy empty plastic boxes (GT200) and said it can detect bombs?

Dude 1:51 AM,
Socheata is just KI's nick name, this nincompoop aka Socheata can be a man. Don't expect KI will play fair game.

People who went through sufferings in their lives already made up their minds whom they shall follow.

Korea was once a Buddhist nation, but sadly the Korean people went through too many sufferings abused by foreigners like Japanese who used them as sex slaves. Now half of Korea with 25 million population are living in hell in North Korea.

Their prayers to Buddha never work.
Their many sufferings forced them to choose another realm and that is the Kingdom of GOD.

As we know Buddha was here for one purpose is to teach us the way of life we should live, but Buddha cannot save us from our Karma.

Only Preah Se-Ar-Metreya can and he is Jesus Christ.

Don't blame those suffering people.
BUddha's religion will soon end as He predicted his own religion. Now Preah Metreya (Jesus) arrives.

We witness the Buddhist Temples continue to collapse one by one, Nepal, India, .. Afghanistan as an example.
Don't fight over the destiny we cannot control.

What else better than this can we expect from Hun Sen's government?
The only they care is to get $$$ in their pocket. I see tht Khmer falls into the trap of Udong-Lungvek era again. Eventually Khmer
have no country of their off spring.

And Cambodia think they believing and preaching Buddhist but on the other hand they lie, cheat, fraud, scam and killing one another which is reverse from their fate or belief.

I think they are not believing in Buddha.
