I love your story very much and I occasionally could not stop myself from laughing.
This is nothing new about Cambodian society. Except during the Pol Pot's era, it has existed in this manner in all the past regimes.
"Charet Khmer", especially in those who are in charge of power are exactly what you have described and I want to thank you for sharing your story.
Cambodia, as a society, has a long way to go to catch up with the rest of the world. We are even much behind Thailand!
The mentality of the Cambodian officials from the King to the low-level officers is that they work for themselves first then for their friends and neighbour and last and also least for the Cambodians and Cambodia.
The King, for the sake of his own useless throne, says nothing about the unjustice committed against the people of Boeung Kak Lake. He even received donations in the form of rice from Lao Meng Khin and his wife.
I guess he is going to distribute that rice to the poor and gains some credit for his charity and He will be happy. He is lucky that Cambodians are not yet well-informed or smart enough to realize where this rice comes from.
Lao Meng Khin does not want the credit with the local people, but he wants the money so he uses small amount of money to buy rice and give it to the King and Bun Rany's red cross so that these 2 individuals can use it to earn themselves credit from the local people and thus also earning name and reputation.
It is clear they scratch each other's backs.

C'est une moquerie style KRAM NGOY , TNENG CHEY ...
Cette façon de vivre , c'est bien connue au Cambodge , depuis l'époque du roi , Lon NOL ...et maintenant.
Il faut que tous les enfants khmers , ont la possibilité d'aller à l'école , qu'il soit pauvres ou riches , pour comprendre la réalité de leur avenir et l'avenir de leur pays.
Encore une fois ,je vous félicite d'avoir une bonne idée , d'écrire un texte aussi simple mais efficace.
