International Covenant on Civil and Political Rights
Ratified, acceded by UN General Assembly in December 1966, entry into force March 1976. Cambodia ratified the ICCPR (thus, a part of Cambodia’s body of laws) and is obligated to submit regular reports to the United Nations.
Part III
Article 20
1. Any propaganda for war shall be 
prohibited by law.
2. Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.

Cambodian noodle Mee Yeung should export to oversea if it meet EU standard and safety. Sale in Cambodia alone is not going to make profit export it to USA, Vietnam and Thailand too as an exchange of flavor.
