PM Hun Sen's Political Gambling or Miscalculation?

Monday, March 21, 2011
Op-Ed by Khmer Academy
However, the lack of transparency on the Eastern border demarcation, the ongoing land grabbing and forced eviction, and the mistreatment of the opposition leader are creating excessive bitterness and are putting enormous pressure on the non-partisan liberals to join the hardline nationalists.
The recent sacking of the opposition leader, Mr. Sam Rainsy, from the National Assembly has raised many eyebrows among the so-called non-partisan liberals, who have until now advocated non-violent solutions to resolve the nation political and social issues. The sacking, which is widely seen as unjust and politically motivated, couldn’t have come at a worse time when the government of many Arab countries are bracing for widespread people rebellions.

Not so long ago, Prime Minister Hun Sen publicly stated that he wanted the opposition not just weakened but dead. It is unclear how he intends to achieve his wish, and if he even has the means to carry it out. However, one thing we are all clear about is no matter what the government do, the opposition will never die. The Prime Minister is making a grave mistake if he thinks that he can marginalize or silence the opposition by barring Mr. Rainsy from politics.

What PM Hun Sen should worry is not the presence, but rather the absence of Mr. Rainsy from politics. Most political analysts or observers would agree that Mr. Rainsy’s leadership and approach over the years have been very pacific, too pacific perhaps. Many nationalists would prefer to see Mr. Rainsy adopt a more aggressive stand toward the government, which includes the establishment of a government in exile or underground movement for armed confrontation.

Barring Mr. Rainsy from politics will have unpredictable and devastating consequences for the government and the country. If and as Mr. Rainsy fades away from his current role, a new generation of young leaders will definitely emerge to replace him. Any young leader at the helm of the opposition is likely more keen to take the risks and pursue a more aggressive path.

PM Hun Sen should also realize that his government has managed to maintain the current level of stability in the country mainly because up to now the so-called non-partisan liberals, predominantly consist of young, educated, intellectual and professional, have not yet given reason to numerous appeals by the hardline nationalists to organize and stage social unrests.

However, the lack of transparency on the Eastern border demarcation, the ongoing land grabbing and forced eviction, and the mistreatment of the opposition leader are creating excessive bitterness and are putting enormous pressure on the non-partisan liberals to join the hardline nationalists.

The current social uprising in the Arab countries definitely creates a favourable condition for the opposition. In the coming weeks and months, the opposition will have several key options to evaluate for its future and the future of the country. As for the government, it would be wise and prudent to revisit their decision, and consider the reinstatement of Mr. Rainsy’s parliamentary status and rights while they still can. In the present situation, the Royal Palace is probably the best venue for the government and the opposition to settle their political differences.

Pol Pot was first toppled by Viet/Youn Hanoi during the Killing Fields and then Hun Sen (Pol Pot # 2) has currently been toppled by his Viet/Youn Hanoi masters since 1979. You know that Viet/Youn Hanoi are dangerous to Khmer/Cambodian people including foreigners.

CORRECTION FOR 2:47 PM:

Pol Pot was first toppled by Viet/Youn Hanoi during the Killing Fields and then Hun Sen (Pol Pot # 2) has currently been toppled by his Viet/Youn Hanoi masters since 1979. You know that Viet/Youn Hanoi are dangerous to Khmer/Cambodian people and even foreigners from around the world. Be careful and watch out for Youn/Viet Hanoi and CPP/Youn inside Cambodia.

I believe Mr. Sam Rainsy is a very smart businessman (along with his well educated and intelligent members) and he can lead the Cambodian country in the right direction and he has a very good heart and attitude to his own Khmer people in Cambodia. He has very good educations in France and abroad. I really like his articulations.

Hun Sen is dumb and told what to do by his Youn/Vietnam Hanoi masters and CPP Youn high-ranked members or associates. Hun Sen bought PhD degree from Vietnam or something. He is the weirdo!!!

I agree with you on all points.

But my opinion is, that Mr Sam Rainsy only has the academic but very low the humanity quality & personal value.
Contras, Mr. Hun Sen did not have a higher academic qualification, or well educational background. But Mr. Hun Sen has learned a lot during the last 20 years, try to do his best for our country.
As smart and intelligent person, Mr Sam Rainsy was not able to work with his opponent and others people. He did not try to understand and live with the situation. He always lost his patience for this and that and missed his time. He did not to use his own well educational background and ability to resolve the problem, because he always run away, when he got troubles.

To 4:07 PM:

Do you want Mr. Sam Rainsy to agree with CPP/Youn and Vietnam Hanoi who order Hun Sen to let Youn/Vietnam Hanoi to take the lands from Cambodian farmers and Hun Sen let Vietnam take the islands (i.e. Koh Tral, etc), and so on? No, Mr. Sam Rainsy wanted to protect his people who have been the victims of Vietnam at the borders and CPP Youn have cheated the elections and caused some many corruption. I think you need to think deeper than that. You still don't see those problem behind Hun Sen and his Hanoi masters.

To 4:07 PM:

And Hun Sen has led the Country of Cambodia under Vietnam Hanoi for more than 30 years. I don't see any modern road, bridges, railroad, hospitals, schools, colleges or universities, economic development, etc under Hun Sen's leadership. Why??? Have Vietnam/Hanoi and CPP Youn cheated and stole the natural resources and money from the International donors? Did Hun Sen add up the numbers of illegal Vietnamese folks in order to get the money from the International donors? The money has been missing to Vietnam!!! You should know that. Those money should be in the hands of poor and innocent Cambodian people and victims.

You have a lot of fantasies.
I don't say, that Mr. Sam Rainsy have to agree with the CPP or Hun Sen on all point. As a legal opposition party, he should use more his smart, his intelligent, his higher value of educational background and of course his world knowledge of life to clear the problem.

Other thing, you did not know the Cambodian history as you believed.
Kos Tral lost to Vietnam same time as Mekong Delta before 1954. This problem is only able to clear between the French & Cambodian government. It will not able to resolve the situation between the today Cambodian and Vietnam government. Every thing before 1954, we have to deal with French, because our Cambodian Government only existed after 1954.

If you are Khmer/Cambodian, you will be murdered by Viet/Youn down the road like Champa that was wiped out from central Vietnam, including Hun Sen and his family members. You will never know.

To 5:05PM : Vietnam Hanoi and Secret Vietnamese agents were the murderers or killers (bigger numbers than Pol Pot's killers) during the killing fields. Vietnamese secret agents and Hanoi master were behind secret and dirty plans that killed millions of Khmer people and real Khmer Rouges soldiers and kids were manipulated and pushed by Viet/Hanoi and secret Viet agents to kill their own people under the Angkar Leur/Cap Tren from Hanoi. Ask your parents if you were born after 1979. There should be a international tribunal for Vietnamese Hanoi who are criminal against humanity, not just Khmer Rouges leader. For examples, Duh was pushed and manipulated by Vietcong/Youn secret agents to killed Khmer people, children, teachers, etc at Toul Sleng Prison.

Those who still supported Hun Sen are ignorant of democracy. They have no ideas what democracy is.

When you keep voting for only one person or the same face to stay on power that meant you are creating dictatorship. Hun Sen not only trying to stay on power himself but to pass to his son as well.

What do you think of this sort of a leader? Is it a dictator?

Sometimes it is so difficult to talk to these Cambodian people they are so dump. I'm sorry to say that but it is true.

Recent sacking of convicted criminal Sam Rainsy from national Parliament has raised many eyebrows among SRP's supporters who until now advocated insulting and appeal for uprising against Cambodian government to resolve the so called national political and social issues. The sacking which is according to Cambodian laws, but opposition seen as unjust and political motivated, and who care about Arab countries are bracing for widespread people rebellions.

Not so long ago PM Hun Sen publicly stated that he wants opposition not just weakened but dead. It is really clear he intends to achieve his wish, and he even has the means to carry it out. However, one thing we are all clear about is no matter what the opposition crying out for help, the government will never care about it. The Prime Minister is making a right decision which regards Sam Rainsy is no longer has any value in Cambodian politics.

What PM Hun Sen should worry is not about the absence of Sam Rainsy from politics, but is about rebuild the country. Most political analysts or observers would agree that Sam Rainsy's leadership and approach over the years have been very personal, too personal indeed. Many his extremely supporters would prefer to see him adopt a more aggressive stand toward the government, which includes the establishment of a government in exile or underground movement for armed confrontation.

Barring Sam Rainsy from politics is not difficult to predict and good for the country. There is no doubt that Sam Rainsy already faded away from his current role, a new generation of young leaders will definitely emerge to replace him. Any young leader at the helm of the opposition is likely more keen to take more liberal approach and pursue a more dialogue path.

PM Hun Sen is well aware that his government has managed to maintain the current level of stability in the country mainly because his party got more than 2/3 of votes in the last general election and up to now his government makes enormous progress in society, but opposition has never seen it. All they want to see is the social unrest and chaos.

Despite opposition invented that lack of transparency on the Eastern border demarcation, the ongoing land grabbing and forced eviction, and the mistreatment of the opposition leader...etc won't hurt anything to the government but at the same time, it will put themselves enormous pressure to existing in the next election and beyond.

The current social uprising in the Arab countries definitely creates a good excuse for the opposition to lie the people in the coming weeks and months, but the government will have a lot of key options to evaluate and crash down of any protester. As for the opposition, it would be wise and prudent to revisit their decision, and don't ever dream about the reinstatement of Sam Rainsy's parliamentary status, let alone come back to Cambodia. In the present situation, the Royal Palace is the best venue for neutral and out of politics. The opposition should not uses to Royal Palace to clean up its political mess.

What Obama said is also direct to any dictator and this included HUN SEN. Obama said Gadaffi had no mercy to the those opposing him so Obama will not stand to see this continue in Libya.

Thanks Mr. President,

It's all Youn hanoi strategy. Created Pol Pot against Lon Nol, then created Hun Sen against Pol Pot. Youn Hanoi trying with coup d'etat 9 times to get rid of Pol Pot. Then the fight occurred in Cambodia, there Hun Sen, Hengsamrin and Cheasim returned and Youn military also came while their Youn in Khmer Rouge clothes were already in- then Youn declared as saviors.
Youn in the past and Youn today are the same Youn. Ask Youn called himself kampucheachun, Youn citizen kangaroo and Youn pheng kimving, they will tell lie.

What is your purpose when you live in Australia, trying to take land from Australia and starting the Vietcong/Youn revolution in Australia, controlling Australian government and people? Wow, watching your comments, stating plainly like a communist ideas. My Gosh!!!

Khmer Circle said...

Thank you Khmer Academy for this well-thought, balanced piece.

I hope the RGC heeds your warning.

Leaving aside domestic issues like land grabs, environmental degradation and the throttling of political pluralism or opposition, the evident lack of transparency in border demarkation in the East poses serious implications for the nation and future generations, and does nothing to heal the centuries old mistrust between Cambodia and Vietnam.

Where the Arabs take to the streets out of a sense of frustration or long suppressed grievances against totalitarian and incompetent rulers, or simply because they are fed up with seeing the same faces in government for the last 30-40 years or so, the Khmer people have had to endure all of these burdens on top of the knowledge that their government is further enfeebled by or chained to the dictates of a foreign country as well.

The professed determination on the part of this 'government' to abolish or outlaw the parliamentary opposition altogether is not without its self-serving logic, but it bespeaks of a tragic self-deception brewed from the narrow pot of a static political culture that views change and reform as a threat to its well-being and survival.

It would appear that Vietnam needs Cambodia more than it would be the case the other way around, especially, given the context and configuration of regional and international networks and alliances of the 21st century.

The Vietnamese leadership know this, and yet they rather hope their Cambodian proteges will find it difficult to wake up to the same realisation through a combination of imperceptible, thinly veiled threats or sanctions and assurances of personal support which, further, means the world to a clan of people who came to power by circumstantial accident or illegitimate means.
