CAMBODIA SUPPORTS CHINA IN THE DEFENSE OF HER SOVEREIGNTY OVER THE SOUTH CHINA SEA
On behalf of the Cambodian people, the 28 elected Members of Parliament (26 National Assembly Members and two Senators) from the Sam Rainsy Party would like to express their support to, and their solidarity with, the Peoples’ Republic of China at a time when this great friend and ally of Cambodia is rightfully asserting its sovereignty over the South China Sea including the Spratly Islands and the Paracel Islands.
We have been denouncing and condemning Vietnam’s arrogance and groundless claims to territories belonging to neighboring countries. The continuous violation of Cambodia’s territorial integrity by expansionist Vietnam and the bellicist position Hanoi is adopting in South East Asia and in the South China Sea constitute a serious threat to peace and stability in the region.
We urge Vietnam to stop stirring up tensions with provocative military exercises and to stop using her current position as chair of the Association of South East Asian Nations to try to internationalize any conflict Hanoi wants to exacerbate in the South China Sea.

I believe that this problem of tension between China and Vietnam will make CPP big headache. If they are supporting China, they will be dead ducks. I believe that SRP and HRP are making the right move by supporting China. I believe that it is a good time SRP and HRP must write their support to Chinese foreign ministry or to their Ambassador for their statement to take this opportunity for Chinese support.
Cambodia can only be supported by China for her survival from Vietnamese invasion. If SRP is supported by China, SRP will be succeeded in taking up as Government for Cambodia into the future. But after having good relationship with China, this party must use all this country aids for Cambodian people and do not use them to strengthen their own party like Pol Pot or Hun Sen as China is the only country whose do not interfere with other country internal affairs for their aids.

MOSCOW, June 16 (Xinhua) -- Visiting Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev met here Thursday for talks on deepening the China-Russia strategic partnership of cooperation.
The two leaders are also expected to discuss major world and regional issues of common interest during the meeting, their second this year.
Hu is scheduled to meet Russian Prime Minister Vladimir Putin later in the day.
This year marks the 10th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness, Friendship and Cooperation, and also the 15th anniversary of the establishment of the China-Russia strategic and cooperative partnership.
In a written interview with Russian media on the eve of his current trip, Hu said, "With President Medvedev and Prime Minister Putin, I will review the achievements and experience of the bilateral relationship's development over the past decade and set goals for the ties in the next decade by mapping out the cooperation outline in various sectors."
Hu added that the China-Russia strategic partnership of cooperation will be brought to new levels in the next 10 years through joint efforts, saying that the relationship will make more achievements, bring more benefits to the two peoples, and make its due contribution to global and regional peace, security and stability.
"It is my belief that this Russia tour will bring fresh vigor to the sustained, healthy and stable development of the China-Russia strategic partnership of cooperation in the second decade of the century," he said.
In the past decade, the development of China-Russia ties has made remarkable progress. Political and strategic mutual trust between the two nations have deepened continuously. The two sides have established mechanisms for high-level exchange of visits and all-round cooperation.
The two nations have become each other's major trading partners, and have worked closely together in dealing with major world and regional affairs.
Two months ago, the Chinese and Russian presidents met for their first meeting this year on the sidelines of a BRICS (Brazil, Russia, India, China and South Africa) summit in the southern Chinese beach resort of Sanya, and the two leaders agreed to further improve cooperation and safeguard common interests.
Hu flew in from Astana Wednesday after concluding a visit to Kazakhstan and attending a Shanghai Cooperation Organization summit there.
From Moscow, Hu will travel to St. Petersburg to attend the St. Petersburg International Economic Forum. He is expected to deliver a speech at the forum.

Well...It is all boiling down to who has the money! China invests billion of dollars in Cambodia!
Money talk! Cambodia is a dirt poor country and desperately need money to develop the country!
I side with China economically and militarily! And geographically China is very closed to Cambodia and some of Cambodian thuggish neighbors!
Hanoi must have foreseen this tension with China over the South China Sea potentially leading to a major confrontation for a while.
With the US publicly voicing displeasure over China's claim over this stretch of international water, the Vietnamese maybe looking to agitate the US even more by provoking Beijing and hoping increased tension will result in US war ships being despatched to the region where Vietnam will be their most eager ally and port of call.
If I'm not mistaken, this is what Hanoi is banking on: by exploiting Washington's fear of losing control over this vital international waterway it hopes to gain a committed patron that will be strong enough (like the former Soviet Union in Ho Chi Minh's time) to shield Vietnam from the Chinese threat.
Indeed, the Vietnamese are appealing to the US and other regional alliances to help 'resolve' the tension over the dispute. It helps that other members of ASEAN such as the Philippines and Malaysia also lay claims over those islands. But, the most crucial issue for Hanoi is political rather than economic or sovereignty claims over distant islands: Vietnam needs an ally-patron as a counterweight to growing Chinese power and influence in the region. Failing to gain such a patron will not bode well for her national security.
The US will, for her part, try to avoid military confrontation with China especially involving a nation (Vietnam) where she learned a painful lesion. But she has to let Beijing know that there is limit to Chinese expansion and control in the Asia-Pacific Rim region.
Cambodia's fate depends on how she interacts with all 3 players: US, China and Vietnam, the former 2 could offer her decisive opportunities with which to lessen her dependence on and bondage to Hanoi. The US may not be able to do much towards this end given her geo-political concerns beside offering limited inter-governmental assistance. But China is in a far better position to do so, and Khmer nationalists, including Opposition groups should seek Chinese financial support needed to build up a nationwide movement or network capable of supplanting the existing Vietnamese installed CPP economic patronage arrangement.

But China is the richest country i the world by their National GDP and their foreign reserves of over 3 trillions dollars. USA is indeed the poorest government by having overseas debts of more than 14.5 trillions dollars. But for average personal income, China is still far below than USA and Australia.

The US debts and China's riches are just paper values. The low-cost production and manufacturing capacities that have fueled China's growth were once dominated by the US. The US still has capability to do all these things, too.
As much as America should be concerned about the high debts, the default on these debts will not bring down only the US, it will drag China's economy down as well. So, the Chinese dare not to disturb the setup.
The bottom line, is the capital/wealth controllers every where in the world are the ones who are now making rains and thunders in the market. For the little people, we will continue to be labor slaves in either capitalist, or communist format for a long time. The elites with money will use the ones they setup with power to control the mass.
After having lived through all these two systems, I don't see or expect to see any major difference between the two systems.

There is not difficulty or headache to deal with China--Vietnam dispute in the Spratly Island. Remember, when Cambodia--Thailand conflict have occured on 4-7 February and late April 2011, China and Vietnam have stated that Cambodia and Thailand are their good friends and they urged both sides to solve the problem according to international law in peaceful manner. Therefore, Cambodian government can say the same thing to both China and Vietnam.
