The police and military in Cambodia have no loyalty to the Kingdom nor the Cambodian people. It's never about protecting the country and its people.
The loyalty of the police & the military belongs to the CPP and to the business tycoons. Even at that, the police & military's loyalty is further divided amongst Hun Sen, individual CPP politicians, police & military generals, rich families, and business enterprises.
This is fact makes the politicians, the business tycoons, the generals all warlords with sections of the police and military as their own bodyguards and act as their iron fist.
Because these loyalties' roots are so strong and the police and military depends on these private entities as a source of income, you will never see them as a united defense and security mechanism meant to protect Cambodia and its people.
Unlike Egypt and Tunisia, the police and military will NEVER rise up with the Cambodian people nor will they break chains of command and defend the Cambodian people. They will kill the Cambodian people for $$$$$$, just like how CPP politicians/generals and business tycoons will abuse Cambodians for $$$$$.
All of this just goes to show that Cambodia is a failed state that does not have the ability nor possess the moral duty to protect its own citizens. Cambodia allows its own citizens to be abused and disenfranchised by its own CPP-dominated government.
Cambodia is more like a Liberia or a Sierra Leone stuck inside the continent of Asia. It will never ever be a Thailand, a Vietnam, a China, a South Korea nor a Japan.
