Synopsis: On 07 Nov 2011, Bun Rany Hun Xen, the president of the Khmer Red Cross, asked the SRP and the HRP to urgently help flood victims. She warned them not to just criticize and accuse the government of distributing gifts for its political gain.
“The government did not prevent any opposition party, NGO, or human rights group from distributing aid to our people. If you have gifts to distribute, the government will be very happy. This means that our people are in dire need.”
SRP MP Nuth Romduol reacted to Bun Rany’s call by asking the Cambodian Red Cross to closely review and take measure against village and commune chiefs who practice discrimination: “The Cambodian Red Cross does not belong to any political party. The Red Cross belongs to all the Cambodian people in general, and [its distributions] are gifts from generous donors.

មេដឹកនាំកាកបាទក្រហមកម្ពុជា នៅថ្ងៃទី ៧ ខែវិច្ឆិកា ឆ្នាំ ២០១១ បានទទូចសុំឲ្យគណបក្ស សម រង្ស៊ី និងគណបក្ស សិទ្ធិមនុស្ស ជួយចែករំលែកធនធានរបស់ខ្លួន ដើម្បីជួយសង្គ្រោះបន្ទាន់ដល់ប្រជាពលរដ្ឋ ដែលរងគ្រោះដោយសារទឹកជំនន់ នៅឆ្នាំ ២០១១ នេះ ដោយបានព្រមានថា កុំរង់ចាំតែរិះគន់ និងចោទប្រកាន់ថា រដ្ឋាភិបាលកំពុងតែឆ្លៀតឱកាសកេងចំណេញនយោបាយពីការចែកជំនួយនេះ។
ជំនួយសង្គ្រោះបន្ទាន់ទាំងនោះ មានដូចជា អង្ករ ២៥ គក្រ មី ១ កេះ ត្រីខ ចំនួន ១០ កំប៉ុង សារុង ១ ក្រមា ១ មុង ១ ភួយ ១ និងទឹកសុទ្ធ ២ ដប សម្រាប់គ្រួសារនីមួយៗ។ គ្រួសារមួយចំនួន បានអង្គុយក្នុងទឹក និងត្រាំក្នុងភក់ ដើម្បីរង់ចាំជំនួយនេះ នៅសាលាបឋមសិក្សាវត្តចាស់ ស្រុកមុខកំពូល ខេត្តកណ្ដាល។
ប្រធានកាកបាទក្រហមកម្ពុជា អ្នកស្រី ប៊ុនរ៉ានី ហ៊ុន សែន មានប្រសាសន៍នៅក្នុងពិធីចែកជំនួយសង្គ្រោះបន្ទាន់នោះថា ការចែកនេះ គឺជាជំនួយមនុស្សធម៌សុទ្ធសាធ ដោយគ្មានការរើសអើងលើនិន្នាការគណបក្សនយោបាយទេ។

តំណាងរាស្រ្តគណបក្ស សម រង្ស៊ី លោក នុត រំដួល មានប្រសាសន៍ប្រតិកម្មថា លោកសុំឲ្យកាកបាទក្រហមកម្ពុជា ពិនិត្យឲ្យបានម៉ត់ចត់លើការចាត់ចែងរបស់មេភូមិ និងមេឃុំ ដែលមានការរើសអើង៖ «កាកបាទក្រហមកម្ពុជា មិនមែនជាកាកបាទក្រហមរបស់គណបក្សណាមួយទេ។ កាកបាទក្រហមរបស់ប្រជាពលរដ្ឋទូទាំងប្រទេសកម្ពុជា ជាអំណោយរបស់សប្បុរសជន»។
ប្រជាពលរដ្ឋឈ្មោះ គង់ សៀង អាយុ ៧៦ ឆ្នាំ នៅឃុំរកាកោងទី ១ ស្រុកមុខកំពូល ខេត្តកណ្ដាល បានថ្លែងថា លោកយាយមិនអាចប្រកបមុខរបរអ្វីបានទេ រយៈពេល ៣ ខែកន្លងមក ដោយសារទឹកជំនន់លិចផ្ទះសំបែង។ ជំនួយនេះ អាចដោះស្រាយការខ្វះខាតរយៈពេល ២ ខែដែរ៖ «ឲ្យតែទឹកស្រកឆាប់ៗ ទៅ មានដីធ្វើស្រែចម្ការអីបានធ្វើទៅ»។
ប្រជាពលរដ្ឋម្នាក់ទៀត ឈ្មោះ ស្វាយ ចេង អាយុ ៧៩ ឆ្នាំ បានថ្លែងថា រយៈពេល ៣ ខែកន្លងមកនេះ មានការខ្វះខាតស្បៀងអាហារយ៉ាងខ្លាំង៖ «ខ្ញុំ ២ នាក់ (ប្ដី និងប្រពន្ធ) សម្រាលបាន ១ ខែ។ អង្ករហ្នឹងបាន ១ ខែ»។
មកដល់ពេលនេះ កាកបាទក្រហមកម្ពុជា សហការជាមួយរដ្ឋាភិបាល បានចុះចែកជំនួយសង្គ្រោះបន្ទាន់ជូនប្រជាពលរដ្ឋ ចំនួនជាង ១៥ ម៉ឺន ៣០០ គ្រួសារហើយ នៅទូទាំងប្រទេសកម្ពុជា ដែលបានប្រើប្រាស់អង្ករចំនួនជាង ៣.០០០ តោន។
ស្រូវចំនួនជិត ១០.០០០ ហិកតារ បានលិចទឹកជំនន់នៅខេត្តកណ្ដាលនេះ និងស្រូវចំនួនជិត ៦.០០០ ហិកតារទៀត បានខូចខាតទាំងស្រុង។ អាជ្ញាធរខេត្តកណ្ដាល បានត្រៀមស្រូវពូជប្រដេញទឹកចំនួនជាង ២០០ តោន សម្រាប់ចែកជូនកសិករ ដើម្បីស្ដារកសិកម្ម នៅពេលទឹកជំនន់ស្រក។
កាលពីខែតុលាកន្លងទៅនេះ ប្រធានគណៈកម្មាធិការជាតិគ្រប់គ្រងគ្រោះមហន្តរាយ លោក ញឹម វណ្ណដា បានប៉ាន់ស្មានថា ទំហំខូចខាតនៃប្រព័ន្ធធារាសាស្ត្រ ប្រឡាយទឹក ផ្លូវលំ ផ្លូវជាតិ និងស្រូវ ខូចខាតនោះ គឺមានតម្លៃសរុបជាង ៥០០ លានដុល្លារអាមេរិក។ ប្រជាពលរដ្ឋចំនួន ១ លាន ៥ សែននាក់ ប៉ះពាល់ដោយសារទឹកជំនន់។

Does Bun Rany know the roles of the Government and Opposition are? She's been using the Cambodian Red Cross for the propaganda of the CPP since its conception. I've seen Hun Sen criticized the opposition's respond to the flood victims.
