Phnom Penh – Tea Banh, the minister of Defense, declared that the ministry of National Defense has decided to suspend promotions in the army temporarily because the number of promotions has increased so significantly that the situation is comparable to that of 1993 when the number of promotions increased exponentially.
During the anniversary of the formation of the RCAF (9 Nov 1953-9 Nov 2011) on Monday at the ministry of Defense, General Tea Banh declared: “I would like to announce that it is necessary to leave it [promotion] as is because it is too much, i.e. it is comparable to 1993. It is now the same amount as 1993. In 1993, we decided to hold a promotion revolution once.”
Nevertheless, according to Tea Banh, sometime, because of very high ranking officers, Cambodia has a hard time working with other countries that limit the officers’ ranking level when they work with Cambodia. “When we work with foreign countries, they limit us [on the officers’ ranking], otherwise they will not work with us. Some of these conditions, we agreed to them.”
Nevertheless, Tea Banh did not indicate how many 1-star, 2-star, 3-star or 4-star generals, or colonels do Cambodia have. He added: “We have promotions, sometime [in the future], we will resume the promotions again.
In 1993, the year of the UNTAC general election, due to the integration of the soldiers, the number of high-ranking officers increased significantly, it was cut down later.

ថ្លែងនៅក្នុងពិធីខួបអនុស្សាវរីយ៍ លើកទី៥៨ ថ្ងៃបង្កើតកងយោធពលខេមរភូមិន្ទ (៩ វិច្ឆិកា ១៩៥៣- ៩ វិច្ឆិកា ២០១១) នៅថ្ងៃចន្ទ ទី៧ ខែវិច្ឆិកា ឆ្នាំ២០១១ នៅក្រសួងការពារជាតិលោក នាយឧត្តមសេនីយ៍ ទៀ បាញ់ បានថ្លែងថា “សូមអនុញ្ញាតជូនដំណឹងថា ចំាបាច់នឹងត្រូវទុកប៉ុណ្ណឹងសិន ពីព្រោះឥឡូវវាខ្លាំងក្លា បើប្រៀប ធៀបទៅគឺដូច៩៣។ត្រឹមហើយ ដល់ហើយដូច៩៣។ ឆ្នាំ១៩៩៣ គឺយើងធ្លាប់ធ្វើបដិវត្តន៍សក្តិម្តង”។
តែយ៉ាងណាក៏ដោយ បើតាមលោកនាយឧត្តមសេនីយ៍ មានពេលខ្លះ សកិ្ត ធំពេក ធ្វើឱ្យ យោធាកម្ពុជា ពិបាកធ្វើការជាមួយបរទេស ដោយសារតែបរទេស គេកម្រិត ឋានន្តរ សកិ្ត ពេលធ្វើការជាមួយកម្ពុជា។ “ធ្វើការជាមួយបរទេស គេតម្រឹមយើងតែម្តង បើមិនអីចឹង គេមិនធ្វើការជាមួយ។ តែកន្លែងខ្លះ ក៏យើងមិនព្រមដែរ។”
យ់ាងណាក៏ដោយ លោកនាយឧត្តមសេនីយ៍ មិនបញ្ជាក់ថា តើកម្ពុជា មានចំនួនឋានន្តរសកិ្តលំដាប់ផ្កាយ១ ផ្កាយ២ ផ្កាយ ៣ ផ្កាយ៤ ប៉ុន្មាននាក់នោះ រាប់បញ្ចូលទាំងថ្នាក់វរៈសេនីយ៍ ផងដែរ។ លោក បន្តថា សក្តិមាន ពេលខ្លះ លើតំណែងទៅទៀត។

Decho Hun Sen, Mr Sam Rainsy asked you to sue him at a French court about your murders of the Khmer people. Why don't you dare to do it as you have done at the Cambodian court?
Being a strong man as well as a Prime Minister of one country, you should not be coward to face the real justice at a French court or International court. Unless, you are the real murderer in Cambodia that is the reason why you fear Mr Sam Rainsy at a real and fair justice court.

Star-Generals and PHd's are growing like wild mushrooms in Cambodia. The number of Vietcong/Youn is also growing like cancerous cells with no cure in sight; Tumor is getting bigger everyday!
Any plan in stopping the vietcong filtration and resolving the vietcong border issues?!

What a joke!!!1 this is a country that promoting their army general without any mission and not base tactical and experiences. They promote them because they were their gangs and now they say too many of them have been promoted. What a fucking joke this is. Even Hon Xen had been promoted, he is not a five star general he is a full moon general. LOL, only happen in Srok Khmer. What a fucking JOKE!!!!
Cambodia needs to create the moons to be above the stars in military ranking in order to give more promotions. Then Cambodia would be the first country to adopt it therefore number one in the world!!!

I have some suggestions from my surrogate Land of Freedom. Let's have a day of down sizing the "Stars".
Why don't you start declaring the the stars shooting day for the public. Eliminating the top stars first, this will definitely decrease the amount of annual fiscal begging day for the operating cost of the government.

Tea Banh must be very embarrassing to be told that his Cambodian 3 stars high ranking officers did not how to read and write, and tried to use their thumb prints to sign the papers. However, Tea Banh declared that promotion will presume once those same 3 stars high ranking officers know how to sign the paper with triple xxx.
Lets apply Dr Ph.D Hun Sen to all his generals and put a bullet in each one of them. No more cancer
