Nguon Soeur, the former national police deputy commissioner who was accused by the authority of kidnapping the son of the undersecretary of state of the ministry of Interior for a $500,000 ransom, denied his involvement and knowledge of this case.
He pushed the Cambodian authority to show true proofs including taped voice and outcome of the crime.

It is so obvious that criminal always denies his crime. Cambodian Police has significant evidences to prove that Nguon Soeur is a ringleader in kidnapping Gen. So Phorn's son. This criminal thinks he is smart because of he has experience in police force, but don't forget that Cambodian police has some assistances from FBI and other foreigner police to catch this criminal.
It won't be long, the French police will knock his door and bring him to justice.

Ngoun Soeur has sent some stuffs to Cambodia as a decoy. Kidnap and got ransom $500 000, just bought some stuffs from France and sent to Cambodia won't help to clear his name. Ngoun Soeur must know that every evidence that Police have, won't show to the media in public but when he gets court, he will see all evidences before the Court.
One thing that Ngoun Soeur can get away is joint SRP like he did in 1995. Then, Sam Rainsy will help him and twist the allegation against him as political motivate. If French police wants to arrest him, SRP will help him to get political asylum to live other countries like SRP has helped Ex-Police Chief of P.Penh, Heng Pov.
Khmer in Sydney,
Don't make assumptions to a one-sided story. You need to hear or see what proof of evidence if any that the Cambodian govt produce.
If the case is proven to be beyond a reasonable doubt, he will likely get extradited back to Cambodia to face kidnapping charges.
In the mean time, you may want to suspend your decisions on who is the guilty party.
AH Ngoun Soeur was used by AH HUN SEN to destroy Khmer Nation Party!
This guy just never quit!
Ngoun Soeur gave different version with Radio France with Khmer Post.
This ex-chief of police Nguon Soeur is no angel. An ex-chief of police who own a Lexus is a little over the top for his salary.
After listening to his interview for France radio, his alibi seems a liitle strange, especially when he said that he have no idea who borrowed his car that day. Leaving your car unattended is almost unheard of in Cambodia. Even family member don't just borrow your car without permission.
Nevertheless, if he was framed, what was the motive? Surely, it's not political motivation.
If Nguon Soeur was involved in the kidnapping, and have access to guns equipped with laser pointers and silencers, why didn't he use it on AH Dictator Hun Sen's head!!! Come on..you don't need money, but you will be a Khmer hero by opposition! Put a bullet in AH Hun Sen's head with your pointer laser!
