On 29 December 2011, Queen-Mother Norodom Monineath, the mother of King Sihamoni and wife of ex-King Norodom Sihanouk, gave the following declaration that can be perceived as a political favor to the ruling CPP party: "Let the people not have any concerns because Cambodia under the leadership of Samdach Akkok Moha Sena Bat Dey Dek-chor Hun Xen, the PM of the Kingdom of Cambodia, and Chumteav Honorary-Academician-PhD Bun Rany Hun Xen had done everything for the well being of the people throughout the country. Wherever there is hardship, that place will receive aid from the government and the Cambodian red cross all the time."

sounds like every influential individual in cambodia should know about the constitution and what they can and cannot do by law. otherwise, they will abuse the law if they don't understand or know the constitution. it's the law of the land.

khmer people don't understand, they think just because someone in their family is a leader or a king or what have you, they are automatically entitle to that same prestigious status, etc. that's the problem in cambodia, people like this use their relative, their family connection, etc to illegally claim their prestigious position. i wonder what happen if their family member lost his/her power or status or gets fired or something lik that? will the family members still have that same rights? i doubted? that's the real problem in cambodia, it's the family connection that violated the law, etc... people have to be qualified by their own rights, not through family status or whatever like the dark ages era. no wonder cambodia never see real peace and prosperity, etc, because people like this always abused and sabotage it, you know! cambodian people need to say no more to this type of nepotism, favoritism, fraternalism, etc, etc that we called corruption, a form of corruption of course. say no more, ok!
she's not the queen by law, she's the mother of the king, not the queen by law, you know. that's the difference. the queen who is sovereigned is the one reigns, not related like this, ok! people misunderstand this. king and queen are in reign, not by relationship like this. her son is the real king or the lawful king, not her. i guess khmer people called her queen because in the khmer language she is called queen, but by law, she's not really the queen, just the mother of the king, you see! anyway, i have nothing against her, i just wanted people to understand the difference in royal title, that's all.
and does she understand the constitution? i think she's just doing this in the name of a private or retired citizen, not the active queen like khmer people called her to be. i hope khmer people know the difference between active duty queen and retired queen or private citizen queen, etc. the royal couple is no longer active duty, so don't confuse the two concepts, here, ok! that's all!

You are right in many points in your argument, but the problem is the learned behavior (very bad one in this case)of the Cambodians themselves in general.
How do you get rid of such a learned bad behavior in a country where such a behavior is more or less like a norm to the point one may or can even call it a tradition and this tradition has already become part of the Khmer culture, thouth it is not fully admitted by the Cambodian society itself?
Education is the key, but how do you educate those who go to school, but don't learn or actually learn it only to be unlearned later when they come home?
Such a behavior was much less under the KR regime, but again the KR went to far in trying to clean Cambodian society. They had got a chance to make things right, but spoiled it so badly that they ended up killing their own people and destroy the society for which they claimed they loved dearly to their hearts.
Currently the problem is getting worse and I have to humbly admit that I have no solution whatsoever on how, when and where to start to correct it. This cancer has already spread all over the body!

It is true that the monarchy including the mother of the current monarch cannot involve with politics, but it is wise to "keep your fiends close and your enemies closer".
