The bodyguard of a high-ranking military official was sent to Phnom Penh Municipal Court yesterday after he allegedly shot an American man on Saturday while escorting his superior.
Capital police chief Chuon Narin identified the bodyguard as 30-year-old Kheng Sarath, who surrendered himself to authorities on Saturday. However, the name of the high-ranking military official, who works at the Ministry of National Defence, remains unknown.
“Kheng Sarath turned himself in to the police after he shot a foreigner,” the police chief said.
He said the suspect was with his superior, driving down Norodom Boulevard at about 1:30am on Saturday morning, when the 24-year-old victim was crossing the street. The victim, who the police chief claimed was drunk, allegedly struck their vehicle with a stick.
He added that Kheng Sarath then exited the vehicle and fired his gun at the ground with the intention of frightening the victim, but the bullet ricocheted and struck the young man in the buttocks.
Sean MacIntosh, spokesman for the US embassy in Phnom Penh, said yesterday that consular officials are investigating the case.

if the victim was Cambodian, I think they would closed the case without investigation.
The best way is to expose the name of the official.
He must have been coming back from a good party with his young girlfriend or a bar at 1:30 AM.

High-ranking officials and the riches are above law, no one their to touch them. Everyone can see how the expensive cars travel along the routes in Phnom Penh. Motorcycles and cheaper cars have to make way for them to pass, and traffic choose to ignore them when they break traffic rule.
One of my friends was waiting for traffic light to turn green in order to turn left in one intersection, and suddenly a Range Rover came behind him and horned asking him to go straight so that the Range Rover can go ahead, but my friend did not move because it was not time for him go yet. Then a man came out from the car hit him. The traffic police at the corner did not intervened, but if my friend chose to go ahead during red light, I think the police might catch him.
Hope Khmer become Thailand's instead of Viet satellite state, at least the Thai honor the Khmer tradition and patriotic about their sovereignty unlike Khmer, a human by-product. What a punitive race.

Thanks goodness that this happened to the American, and now the whole world knows how these bodyguard bastards are treating the innocent Cambodian victims in order to show that they are working hard to protect their stupid brutish corrupt gangster bosses.
