Child beggars sharing leftover food outside the markets. Scenes like this are becoming increasingly commonplace in most of Cambodia's towns and cities. The country is not alone among developing nations not to have 'safety net' welfare provisions for the poorest, but rampant corruption among the political and economic elites have been responsible for diverting the nation's wealth and resources from most of its citizens towards financing the luxurious and lavish lifestyle of the former. Common as these scenes are they reveal but a fraction of Cambodia's disenfranchised population most of whom still reside in the rural areas where they are left to rot, among whom are the sick and elderly, disadvantaged by lack of physical mobility and handicapped by social isolation brought about by the loss of familial support network as well as rice farms. To conceal this extreme contrast in social economic divergence between the dispossessed masses on the one hand and the rapacious political economic minority on the other, state-managed media directs and stages a happy scene of normality for the public's consumption where the poorest are seen being rescued by handouts from the Cambodian Red Cross led by the angelic Dr Bun Ranny Hun Sen; stately affairs are looked after by the incomparable, virtuous and omniscient Hero-Prince Hun Sen, and there's even the Anti-Corruption Unit to sort out corruption in public life; the corrupt, politically aligned judges to arbitrate justice . . . - School of Vice
