The Khmer sentence confused. Do you mean that "Without Hun Sen, Country of Cambodia will be well developed."
That sentence said, "without Hun Sen, our srok Khmer/Cambodia is NOT well developed." That means Hun Sen (Vietnamese killer/puppet Hun Sen) have made Cambodia country developed under his almost 30 years of his stinky leadership.

Very unfortunate that President Obama chose to shake hands with cronies. As a victim of the atrocity of 1975, it's a painful reminder.
Justice must be prevailed...trade with vietcong cannot overshadow pain of the people of Cambodia!
