The definition of change that you posted here is not scientific correct.
WHY?
a) Windows 4 = Operating system (old Version)
b) Windows 7 = Operating system (upgrated Version)
Result: a)& b) were used the same Code. So, talking about politic it will be the same system.
But if you gave other definition that will be correct:
a) Windows 7 = Operating system
b) Linux = Operating system
Result: a) & b) are absolutely different, because this two OS were used the different Code, talking about politic it will be NEVER the same.
