On 24 April, The Phnom Penh municipal court handed down to Heng Pov, the former Phnom penh police commissioner, an additional 3 months jail term for illegal detention, this jail sentence is in addition to the 58 years and 6 months jail sentence he received so far. Judge Iev Kim Sry gave this additional sentence to Heng Pov because he ordered his subordinates to arrest and detain Chheang Huot, the owner of a nightclub, illegally to ask for more than $260,000 in ransom. Ly Rasy, Heng Pov’s subordinate and who also followed Heng Pov’s order, also received a 3-month jail sentence. Before the judge announced the sentence, Heng Pov denied he committed the act as he is accused by the court, because he was the police commissioner and he cannot commit illegal action. He also said that whatever he is talking about, he has clear proof to back himself up. Altogether, including the latest 3-month jail sentence, Heng Pov is sentenced to 58 years and 9 months of jail time.
