Chhouk Bandit, the governor of Bavet city who is suspected by the authority of shooting and injuring 3 factory workers, was arrested by the Bavet authority at around 5PM on Friday 02 March 2012.

Am Sam Ath, a high-ranking investigator for the LIcadho human rights organization, and Moeun Tola, director of the labor rights for the Community Legal Education Center (CLEC), told VOD that Chhouk Bandit was arrested by the authority at around 5PM on Friday. He was arrested in Bavet city, Svay Rieng province and he is currently being detained at the provincial police station.

Nevertheless, VOD could not obtain comments from the Svay Rieng provincial authority regarding this arrest yet.

On 20 February, hundreds of workers at the Kao Way shoe factory in Bavet, Svay Rieng province, demanded that the factory owner abides by the labor rules. Witnesses reported that the culprit came out of a car, pulled a gun and shot the protesting workers causing 3 injured. After several of investigations, on Thursday, Sar Kheng, the minister of Interior, revealed that the suspect in the shooting is Chhouk Bandit, the governor of Bavet, and this led to today’s arrest.

DOZENS of Sam Rainsy Party district councillors stormed out of a workshop at City Hall on Wednesday in response to what they perceived as attacks on their party’s leadership, then staged a press conference at which they called for Phnom Penh Deputy Governor Mann Chhoeun to be removed from his post.

The workshop, which was convened to cover the effective use of city data books, descended into partisan rancour after Mann Chhoeun accused “opposition lawmakers” of groundlessly blaming municipal officials for the eviction of poor residents of Phnom Penh to the capital’s outskirts.

SRP district councillors at the event said afterwards it was clear that Mann Chhoeun had been referring to their party, and also that the deputy governor said he had wanted to knock out their teeth.

“I have always heard Mr Mann Chhoeun attack the opposition party. He did not say the specific party name, but he was focusing on the SRP,” Thach Khunsarin, a Meanchey district councillor, said at the press conference staged at party headquarters following the walkout.

“We would like to request that the government remove Mr Mann Chhoeun from his post as Phnom Penh deputy governor.”

SRP lawmaker Ho Vann also said he believed Mann Chhoeun’s behaviour was evidence that he is unfit for his role.

“What we heard from Mann Chhoeun today was impolite. He is not suitable to be a leader. Beating us until our teeth fall out – is he suitable to be deputy governor? He is not a politician, and this is not a time to propagandise,” he said.

Reached Wednesday afternoon, Mann Chhoeun denied the allegations levelled against him by the SRP district councillors.

“I just called on them to learn on behalf of the authorities. Some of them did not want to work but attacked instead. Then they walked out. This shows that they do not have good manners, that they are impolite people,” Mann Chhoeun said.

Cambodia appoints first female deputy prime minister

Phnom Penh - Cambodia has appointed former soldier turned journalist Men Sam An as its first female deputy prime minister, the politician confirmed Thursday.

The 55-year-old, who represents the south-western province of Svay Rieng, was a senior minister in the previous cabinet and said she is honoured by the promotion.

Men Sam An became part of Cambodian folklore in the 1970s, marshalling troops on the Vietnam border against the Khmer Rouge with what her comrades describe as extraordinary bravery.

She subsequently became an important member of the ruling Cambodian People's Party, which was returned with an increased majority in national elections in July, and has also worked as a journalist for party publications.

'I became a soldier when I was 16. This honour shows that women can achieve anything if they have support,' she said.

In Cambodia, seven deputy prime ministers jointly served under Prime Minister Hun Sen last term.

Democratic elections resumed in Cambodia in 1993 after nearly three decades of civil war and are held every five years.

Politics in Cambodia has traditionally been male-dominated, although there are a number of powerful female politicians, especially within Men Sam An's own party.

PHNOM PENH, July 16 (Xinhua) -- Ngor Srun, secretary of state at the Cambodian Council of Ministers and top aid for Deputy Prime Minister Sok An, was recovering well in Thailand after the acid attack Sunday in Phnom Penh, national media said Wednesday.

Although the acid hit Srun's face, his wounds were superficial and he should be able to return soon to Cambodia following medical treatment in Thailand, English-Khmer language newspaper the Cambodia Daily quoted his sister-in-law Chea Sam Ath as saying.

"I saw him Sunday before he left for Thailand. He is just a little burned and it didn't affect his eyes. He can be normal after treatment," said the elder sister of Srun's wife Chea Sam Eng, who is the second daughter to Cambodian Senate President Chea Sim.

The attack occurred in downtown Phnom Penh, as Srun ended his participation in a major general election campaign for the Cambodian People's Party (CPP) and prepared to bring his vehicle to a nearby workshop for mechanical check.

Srun was hospitalized at the Calmette Hospital around 11:00 a.m. local time Sunday and transferred to Thailand later in the afternoon.

Hospital sources said that Srun was burnt on the left side of his face, ear and chest. His wounds were cleaned, treated and bandaged in the emergency room over the course of two hours.

This has been the second high-profile crime so far during Cambodia's general election month, which started in June and will end on July 27.

Friday, veteran reporter Khim Sambo and his son were shot dead on street. Sambo used to work as part-time contributor for the Khmer Conscience News, a Cambodian-language newspaper closely affiliated with the major opposition party.

CPP Official in Thailand After Acid Attack

A government official injured in an acid attack in Phnom Penh Sunday was sent for treatment in Thailand, but his condition is not critical, a top police official said Monday.

Ngor Srun, a Cambodian People's Party secretary of state for the Council of Ministers, was attacked Sunday afternoon as he had a flat tire changed on his car on Kampuchea Krom Boulevard, Phnom Penh Police Chief Touch Naroth said.

Ngor Srun was treated for several hours at Calmette Hospital and sent to Thailand around 4 pm Sunday afternoon, hospital officials said.

Police will begin an investigation, even though there has been no charges pressed by the victim or his family, Touch Naroth said.

Neither suspects nor motive have been identified, and no one has come forward as a witness, making an investigation difficult, Touch Saroth said.

Ngor Srun was injured on his face and chest, though the injuries were not critical, Touch Naroth said.

Phay Siphan, spokesman for the Council of Ministers, confirmed the attack and the victim's government position, but he declined to give further details.

Prampi Makara District Governor Srun Sroan said he would push for further investigation, but he could not release more information because none had been provided by the family.

Kek Galabru, president of the rights group Licadho, said the case was likely related to a personal conflict.

The use of powerful acids to attack personal rivals is not uncommon in Cambodia. At least eight people, including six men, have been killed in such attacks since 1999, with about 90 men and 90 women reporting attacks, according to Licadho.

Sunday's assault was the first acid attack on a government official and came two days after the shooting murders of an opposition newspaper reporter and his son in Phnom Penh.
