Kem Sokha’s Human Rights Party (HRP) has been officially recognized, and it plans to hold its first congress on 22 July 2007 at the Olympic Stadium in Phnom Penh. According to Kem Sokha, the congress will be participated by 20,000 people and the party plans to spend $90,000 to produce T-shirts, hats, and to transport people in. Mrs Mu Sochua, SRP Secretary-general, said that her party would like the HRP to join forces to compete against the CPP in the upcoming 2008 election. Mu Sochua said that there should be only two parties competing against each other: a democratic party and the CPP. Mu Sochua added that if the democrats are divided, the opposition vote will also be divided. Kem Sokha said that he does not want to compete on a joint ticket. He told The Cambodia Daily that he is working for democracy, and he is not working for himself. He wants to reform and give the power to the people.

The Ministry of Interior (MoI) did not allow Kem Sokha’s fledgling Human Rights Party (HRP) to hold its congress next month. The MoI claims that this party did not have all the necessary paper works to legally open this party. Kem Sokha told Radio Free Asia on Wednesday said that he provided all the additional documents requested by the MoI on Wednesday already, and he said that when the MoI fully recognizes his party, then he will set the date for the party congress at that time. Khieu Sopheak, MoI spokesman, said that HRP does not receive the official green light to operate yet, because it did not fulfill all the official legal requirements yet, and some of its documents are too complicated, that was the reason why the MoI does not allow HRP to hold its congress. Not too long ago, Kem Sokha said that the MoI agreed to allow his party to hold its congress, and he even made the announcement of his party congress which would be held in Phnom Penh next July.
