A prominent environmental activist was killed during a confrontation with military police in Cambodia on Thursday.

National Military Police said the activist, Chut Wutty, was armed. (sic!)

"There was a shooting incident when there was a clash between military police on duty to protect the forest and an environmental team, leading to the deaths of activist Chut Wutty and a military police official," spokesman Kheng Tito said.

Chut Wutty, the President of the Natural Resource Conservation Group, was reportedly documenting illegal logging near a Chinese built hydro-electric dam in Koh Kong province.

A top Cambodian environmental activist who spearheaded a campaign to expose state-linked illegal logging in Southeast Asia's largest lowland evergreen forests was gunned down Thursday in a confrontation with security forces.

Chut Wutty was leading a group of journalists to witness recent illegal logging activities allegedly committed by security forces when he was fatally shot by military police in Cambodia's south-western Koh Kong province, a police official said.

Koh Kong deputy judicial police chief Kong Yan, who went to the scene of the shooting, said Chut Wutty was gunned down by a military police officer.

Chut Wuthy, in his 40's, was taking pictures of the scene of the deforestation when a group of military policemen tried to confiscate the memory card from his camera, leading to the confrontation.

Chut Wutty was president of Cambodia’s Natural Resources Conservation Group, whose members style themselves as Cambodia's "Avatars," based on Hollywood's popular environmentally themed animation film.

Four men, one an assistant to the prime minister, are facing jail terms of three to five years after being charged with “intentional violence” yesterday in the wake of an alleged violent beating in Koh Kong over the weekend.

Lay Menglaing, chief of the province’s minor crimes police office, told the Post that Bun Sokha, deputy chief of staff of Hun Sen’s bodyguard unit and a personal assistant to the premier, along with his bodyguards Sum Veasna and Meang Chheangly and driver Sum Chhaiya, were sent to Koh Kong provincial prison at about 4pm yesterday following two days of questioning.

“The court charged them with intentional violence like what I accused them of. We are sending them to prison,” he said.

A personal assistant of Prime Minister Hun Sen and a trio of associates accused of beating four men in Koh Kong province over the weekend were sent to provincial court for further questioning yesterday.

Lay Menglaing, chief of minor crime police in Koh Kong, said on Tuesday that Bun Sokha, an assistant to Hun Sen as well as deputy chief of staff in the premier’s bodyguard unit, along with his two bodyguards and a driver were charged by police under article 218 of the penal law with “intentional acts of violence with aggravating circumstances”.

“We sent them to the court at 10:15am,” he said. “They told us that they used only hands and legs to beat the victims, not electric batons, but the camera at the hotel showed they used an electric baton and also pointed a gun at them.”

Less than a week after one of his Cabinet members was arrested, another of Prime Minister Hun Sen’s coterie has run afoul of the law.

A man identified as a personal assistant to the premier and a member of his personal bodyguard unit was detained for questioning yesterday for allegedly using a gun, an electric baton and handcuffs to attack four men, an official said yesterday.

Lay Menglaing, chief of the minor crime police office in Koh Kong province, said three of the premier’s bodyguards were also detained over the incident.

“The prosecutor asked me to file the report and evidence in order for the court to take legal action,” Lay Menglaing said. “We have to obey the law regardless if he’s a senior official or someone else.”

He told the Post that Bun Sokha, who he referred to as deputy chief of staff of the Hun Sen bodyguard unit, and his guards had beaten the four victims on Sunday evening at the Koh Kong City hotel in Khemarak Phoumin town.

Culture of violence and impunity: Ratanakiri gov’t official beat up a beer-girl

One human rights activist in Ratanakiri province reported that a beer-girl was beaten up by a government provincial official who is the director of the labor and vocational training department. The official was forcing the beer-girl to swallow beer from his mouth. The beating caused injuries to the beer-girl and she had to be taken to a hospital.

Adhoc investigator in Ratanakiri said that the local police made an arrangement for the victim to be compensated for this violence. However, Adhoc official said this is a savage and illegal action, and he called on the authority to prosecute the perpetrator according to the law. [The Cambodia Daily reported in its 10 April edition that the victim was allegedly offered the paltry sum of $250 in compensation for the beating].

Adhoc Pen Bonnar said: “This is a criminal case, and the prosecutor must deal with it.”

Minh Srey Touch was the 28-year-old victim and Sorn Bun Choeun was the perpetrator, he is the director of the Ratanakiri provincial labor and vocational training department.

According to the victim’s complaint handed to Adhoc human rights organization on 09 April, the victim reported that at 9:30 PM on 06 April, Sorn Bun Choeun and three other companions was eating and drinking at the Samros Ban Lung karaoke bar. Sorn Bun Choeun then drank beer but kept the alcohol in his mouth, he was forcing the victim to drink the beer from his mouth. After the victim refused, Sorn Bun Choeun took the microphone and threw it at the fan, he then proceeded to kick her very hard.

RFA could neither contact Sorn Bun Choeun at his workplace nor on his phone.

Kim Huor, the owner of the karaoke bar where the incident took place, confirmed that the government official not only beat up one of his worker, he also threatened to close down the karaoke bar as well.

Kham Van, the Ratanakiri provincial police commissioner, said that he summoned both parties to make an arrangement for a compensation, and the two sides have agreed.

Nevertheless, Ing Kanthaphavy, the Minister of Women Affairs, said that this act of violence deeply violates a woman. She said that the victim can send a complaint to the provincial Women Affairs department in order to ask for support and justice according to the law.
