Kieng Vang and his wife, who are both high-ranking Funcinpec party members, have resigned from the party last week because he is joining another party. Keo Puth Rasmey, Funcinpec president, declared that he ended the pair’s duties at Funcinpec on 10 September. Keo Puth Rasmey did not say which party Kieng Vang will be joining, however, a source close to the CPP indicated that Kieng Vang joined the CPP.

Following the appearance of Muong Khim voice in the argument with his former wife Meng Keo Pich Chenda, I would like to ask the readers of KI Media who is Muong Khim? I think everybody will simply answer that Muong Khim is the police general who had recently divorced his wife, the famous singer Meng Keo Pich Chenda. However, the real Muong Khim is a disable man who is living in O’Smach town near Cambodia-Thai border.

The fake Muong Khim who is now the CPP police general was the former medical student. He married to a woman in the town of Sisophon of Banteay Meanchey province. Everybody in the town of Sisophon knows the former wife of the fake Muong Khim very well because she runs a famous noodle shop in the town. The former wife of the fake Muong Khim is now the wife of Mr. Kimsuor Phirith, SRP Member of Parliament for Kampong Cham.

After UN-run democratic election in Cambodia in 1993, Funcinpec, one of the resistance movements fighting the Vietnamese occupation in Cambodia, has formed the coalition government with the CPP that lost election. According to Paris Agreement and based on the result of the election, Funcinpec had the right to appoint its people for the post of government officials. The quota for Funcinpec for the post in the government had led the way for rampant corruption. The name of Mr. Muong Khim, who was a fighter for Funcinpec at the Cambodia-Thai border, was sent to Phnom Penh without his knowledge. The high-ranking officials of Funcinpec in Phnom Penh have sold hundreds of position for money using the name of Funcinpec fighters, including the name of Mr. Muong Khim.

The real Muong Khim is now living O’Smach town and is very poor because of his disability from the fighting for Funcinpec during the 1980s. The real Muong Khim latter on knew that his name was sold by high-ranking official of Funcinpec and he could do nothing but feeling frustrated.

It is noticed that the persons who bought the position in the government through Funcinpec, have mostly defected to the CPP. The fake Muong Khim has risen to a high-ranking position within the police through Funcinpec and now has jumped the ship to the CPP.

While rumours fly that Samart's ties with ousted prime minister Thaksin Shinawatra and Cambodian Prime Minister Hun Sen are close enough to fake the arrest of its employee, an investigation by The Nation tells a different story.

Samart embarked on expansion into the neighbouring country through Charoenrath Vilailuck's personal connection to Cambodian politician-cum-businessman Sun Chanthol.

Chanthol, a Harvard University graduate, was known for his business smarts. He was the public-works and transport minister until last year.

Charoenrath is the older brother of Watchai, CEO of Samart.

Through the connection with Charoenrath, Cambodia handed the company a concession for the nascent mobile-phone market, and Cambodia Samart Communications was born in 1992.

The following year, Cambodia Shinawatra was set up as a subsidiary of Shin Satellite to penetrate the mobile-phone market in the neighbouring country.

Telecom insiders recall Chanthol was a close aide to Prince Norodom Ranariddh, who was prime minister before Hun Sen took power.

"The connection led to the air-traffic-control concession going to Samart in 2001," a source said. "Samart indeed entered the country before Thaksin."

In that year, Cambodia Air Traffic Services (CATS) was formed to run the 22-year concession. Thaksin was present at the ceremony when Cambodia extended the concession from 15 years to 22.

Back then, Shin Corp, Thaksin's family business, faced troubles in expanding there when the mobile-phone concession was shortened.

From CATS, Samart moved to building a power plant to support the Siam Cement Group's new plant there.

The Vilailuck family also won a 99-year concession to open a museum in Siem Reap, but it has performed badly financially, because visitors tend to flock to a South Korean museum nearby.

This explains why Watchai was in the hot seat and cried for help when his business was tampered with by the Cambodian government. Without any political involvement now, he is seeking to further distance Samart from politics.

Nov Sovathero, Funcinpec spokesman who had the reputation of having a strong standing and who was not expected to bend with the wind, has changed his stance by abandoning his party to join the CPP. Nov Sovathero who is currently a secretary of state at the minister of information (MoI), said that he turned in his resignation from Funcinpec last week, without missing his old party at all, to join the CPP. Nhiek Bun Chhay, Funcinpec secretary-general, said that he received Nov Sovathero’s resignation letter, but he does not know why he wants to leave the party. Ok Socheat, advisor to Keo Puth Rasmey, Funcinpec party president, said the party spokesman position is still open and there is no replacement yet. Thieng Vandarong, the younger brother of Nov Sovathero and also a Funcinpec secretary of state at the MoI, did not comment on his brother’s resignation. He only said that he is replacing his brother in Funcinpec, and he did not show his brother’s decision yet.
