It can only happen in Cambodia: Pedophile saw sentence reduced

Cambodia cuts term for convicted German man

Tuesday, February 3, 2009

The Associated Press

PHNOM PENH, Cambodia: A Cambodian appeals court Tuesday reduced the prison term of a German man convicted of sexually abusing four Cambodian boys, a court official said.

A court panel cut Alexander Moritz Watrin's prison term from 10 years to seven years, said Appeals Court Judge Samrith Sophal.

A provincial court had sentenced Watrin, 38, in October 2006 for molesting four boys aged 7 to 15.

Cambodia has long been a magnet for foreign pedophiles, and its courts have stepped up action against sex offenders in recent years.

Police arrested Watrin in April 2006 at his rental home in Sihanoukville, in the south of the country, for his allegedly molesting the boys, paying them $5 to $10 each time he had sex with them.

Pich Sorya, a defense lawyer of Watrin, said he will discuss with his client whether to further appeal to Cambodia's Supreme Court.

Cambodian court gives German man 15 years in jail for child sex abuse

PHNOM PENH, Cambodia: A Cambodian court sentenced a German man to 15 years in prison Thursday after finding him guilty of sexually abusing a girl.

Judge Sao Meach said he convicted Walter Munz, 62, of Stuttgart of debauchery for sexual offenses committed against a 13-year-old girl last year. Debauchery is a Cambodian legal term covering sexual abuse of children.

The judge said there was sufficient evidence to convict Munz despite the defendant's denial of the charges during his trial at the Phnom Penh Municipal Court.

The evidence included many photographs of other children Munz had taken and planned to distribute on the Internet, he said.

Cambodian police arrested Munz in April last year in a raid on his guesthouse room in the capital Phnom Penh.

They had kept him under surveillance for several days after receiving a tip-off from child rights activists about his suspicious conduct with children.

Police found him in the room with a 13-year-old girl, who alleged Munz forced her to have sex with him several times.

The court plans to announce on Friday its verdict in a case involving Alexander Trofimov, a Russian businessman accused of having sex with a 14-year-old girl. He was arrested in October on allegations he had sexually abused as many as 19 girls since 2005.

German gets 15 years for Cambodia child sex abuse

Thu Mar 13, 2008

PHNOM PENH (Reuters) - A Cambodian court sentenced a German man to 15 years in jail on Thursday for the sexual abuse of a 14-year-old girl, the latest foreigner to be caught in the southeast Asian nation's drive to stop child sex tourism.

Walter Munz, 61 and from Stuttgart, was arrested last year in a Phnom Penh guest house and accused of sharing a bed with the street girl and sexually abusing her four times.

The white-haired Munz, who appeared before the court in prison overalls, denied the charge and said he had been giving her $60 a month for school fees and food.

"I did nothing wrong. I will the appeal the case," he said as he was led away in handcuffs.

Poverty-stricken Cambodia has long had a reputation as a haven for paedophiles and perverts, due in large part to its corrupt police force and courts. Child rights groups are campaigning hard for Phnom Penh to take the problem seriously.

Phnom Penh - A German man has been jailed in Cambodia for 15 years after being convicted of sexually abusing a girl while visiting the capital Phnom Penh, court officials said on Thursday.

Walter Munz, of Stuttgart, was arrested last year when police raided the guesthouse he was staying at and found him in his room with the 13-year-old victim, judge Sao Meach said.

Munz, 61, repeatedly assaulted the girl and was charged with debauchery, a criminal charge covering a wide range of sex offences, Sao Meach said.

"I sentenced him to 15 years in jail for committing debauchery against the girl," Sao Meach said, adding that Munz was also ordered to pay a $7 000 fine to the victim.

Munz denied the charges during his trial, but the judge said doctors had confirmed that the girl was sexually abused.

Samleang Seila, director of the French child welfare group Action Pour Les Enfants, welcomed the court's decision.

"The punishment is a good message for those foreigners who wish to abuse children in Cambodia," he said.

Dozens of foreigners have been jailed for child sex crimes or deported to face trial in their home countries since Cambodia launched an anti-paedophilia push in 2003 in a bid to shake off its reputation as a haven for sex predators.

A Russian businessman accused of sexually abusing at least 19 Cambodian girls went on trial earlier this week in the country's largest-ever paedophilia prosecution.

While lauding the government's efforts to fight child sex crimes, officials, including foreign diplomats, have urged authorities to also target Cambodian paedophiles, who are thought to make up more than half of all sex offenders.

Cambodian children give evidence in German sex trial case

Dec 13, 2007
DPA

Berlin - Cambodian children gave evidence in a German sex trial Thursday for the first time in Germany's legal history.

A court spokesman in the northern port city of Kiel said that two children had given evidence in closed proceedings against a 48-year- old man from the city of Neumuenster.

A further three children had yet to testify, the spokesman said, declining to reveal further details.

The man, who is HIV positive, is charged with seeking out his youthful victims in the impoverished country during a motorcycle trip there at the beginning of this year.

The French organization Action pour les Enfants initiated the legal proceedings.

PHNOM PENH (Reuters) - A 61-year-old German man was charged on Monday with sexual abuse of four Cambodian children, the latest Westerner to be charged with similar crimes as Southeast Asia cracks down on paedophile tourists.

Jopen Reimund Hubert of Cologne was arrested in a raid on his Phnom Penh hotel room. He was found with a 14-year-old girl, said Colonel Keo Thea, chief of Phnom Penh's anti-trafficking unit.

Police also said they confiscated scores of pornographic pictures stored in his computer, including a picture of one of the four girls.

Prosecutor Sok Kalyan said he had charged Hubert with sexual abuse of the girls, which could land him in jail for up to 20 years.

Hubert, who denied the charges, was remanded in custody and could spend up to six months behind bars while police complete their investigation.

"I did nothing bad," he told Reuters when he appeared in court for a remand hearing.

"The girl in my room, I saved her from committing suicide. She has problem with her parents," he said. "I spent my own money to support those girls to go to school, buy food, and clothes. This all a mistake."

Activists of the Action Pour Les Enfants anti-paedophile group said they had followed Hubert for the last two years and tipped police off about him after he was seen with four girls in the beach town of Sihanoukville.

Police arrest German on child sex abuse charge in Cambodia

Friday, November 2, 2007
The Associated Press

PHNOM PENH, Cambodia: Police caught a German man in bed with a 14-year-old girl in the Cambodian capital and arrested him on debauchery charges, two of the arresting officers said Friday.

Police raided the suspect's Phnom Penh hotel room Thursday and discovered him with the teenage girl, said Keo Thea, deputy chief of Cambodia's anti-human-trafficking police.

Keo Thea declined to give any details, but one of the arresting officers, who asked not be named because he was not authorized to speak to the media, said the 61-year-old man came from Cologne in Germany.

Keo Thea said the suspect would face formal charges in a court, but he did not say when or define the charges.

The other officer said the suspect was arrested for debauchery — a legal term for the sexual abuse of children under the age of 16 — a charge that is punishable by up to 20 years in jail.

He said police officers burst into the German's hotel room and found him — dressed only in his underwear — lying asleep on the bed with the fully clothed girl.

The girl later told police that she and the man had sex several times before the raid. It was not immediately clear if she also faced any charges.

A French child rights group had been watching the suspect for some time. Action Pour Les Enfants investigators saw the man hanging around with two teenage girls, including the one whom he was with during the arrest, said Samleang Seila, the group's director in Cambodia.

The detention of the German is the latest in a string of arrests of Westerners suspected of child sex offenses in Cambodia.

In March, the Phnom Penh Municipal Court sentenced two German men to a total of 40 years in prison for sexually abusing ethnic Vietnamese girls aged 10 to 14 years.

Then in April, the same court charged Walter Muze, a 62-year-old German from Stuttgart, with debauchery for having sex with a 13-year-old Cambodian girl. Last month, a Russian businessman was arrested in Cambodia on charges of having sex with at least six girls.
