Koh Kong Provincial Court “quietly and hurriedly” released former Hun Sen assistant Bun Sokha and his three accomplices yesterday morning, but hadn’t announced whether the four were found guilty of assaulting four men in a Koh Kong hotel in April, NGO representatives said.

Sokha, 38, the former deputy chief of staff of Hun Sen’s bodyguard unit, and three members of his entourage confessed in court on July 5 to brutally beating the four victims – an event that was caught on a hotel security camera and later posted on YouTube – however, even police said they were clueless as to the verdict.

“I was informed that they were brought to the court to hear the verdict and after that they are free. They are not in prison,” said provincial minor crimes police chief Lay Menglaing. “I have not received a copy of the verdict so I could not tell more,” added Menglaing, whose office preliminarily charged and gathered evidence against the defendants.

Yesterday's trial of former Hun Sen assistant Bun Sokha and his three accomplices saw all four confess to brutally beating four victims in a Koh Kong hotel, an incident that was captured on security camera and uploaded to YouTube, NGO officials attending the trial said.

Sokha, 38, the former deputy chief of staff of the prime minister’s bodyguard unit; his bodyguards, Sum Veasna, 37, and Meng Chheangly, 21; and driver Sum Chhaya, 25, admitted their guilt, but Koh Kong Provincial Court judge Huon Many did not render a verdict, saying it would be announced at a later date.

“The four accused accepted what they did wrong and asked for a reduced sentence,” In Kongchit, provincial co-ordinator for the rights group Licadho, said.

A day after three of four men allegedly beaten by Hun Sen aide Bun Sokha and his bodyguards withdrew their complaints, the wife of the most seriously injured of the group said he has joined his fellow victims in accepting compensation.

Tim Sokheng, wife of Phat Sokha, the fourth victim in the attack that took place last week in Koh Kong, said her family decided to accept $5,000 to treat her seriously injured husband and leave the case in the hands of the court.

But neither she nor her husband were certain if their complaint had been withdrawn, as they had not dealt directly with the court themselves.

Three of four victims of a vicious beating – allegedly at the hands of one of Prime Minister Hun Sen’s aides and three others – have accepted between $3,000 and $5,000 to withdraw their complaints, police said yesterday.

Lay Menglaing, chief of the minor crime police office in Koh Kong province, said victims Sang Thairath, 32, Norng Suden, 42, and Eang Kosal, 30, had withdrawn complaints relating to the violent beating – captured on CCTV footage and uploaded to YouTube – in a hotel in Koh Kong province on April 22.

“Sang Thirath and Norng Suden received $3,000 each because they got minor injuries, and Eang Kosal received $5,000 because he’s a military police officer – a government official.”

Victim Norng Suden confirmed he was not taking the matter further because he did not want any more trouble with the suspects.

“I received $3,000 compensation to treat my injuries,” he said. “I was beaten in the face until my teeth were broken,” he said. “It depends on the court’s decision whether any more action will be taken.”

Four men, one an assistant to the prime minister, are facing jail terms of three to five years after being charged with “intentional violence” yesterday in the wake of an alleged violent beating in Koh Kong over the weekend.

Lay Menglaing, chief of the province’s minor crimes police office, told the Post that Bun Sokha, deputy chief of staff of Hun Sen’s bodyguard unit and a personal assistant to the premier, along with his bodyguards Sum Veasna and Meang Chheangly and driver Sum Chhaiya, were sent to Koh Kong provincial prison at about 4pm yesterday following two days of questioning.

“The court charged them with intentional violence like what I accused them of. We are sending them to prison,” he said.

A personal assistant of Prime Minister Hun Sen and a trio of associates accused of beating four men in Koh Kong province over the weekend were sent to provincial court for further questioning yesterday.

Lay Menglaing, chief of minor crime police in Koh Kong, said on Tuesday that Bun Sokha, an assistant to Hun Sen as well as deputy chief of staff in the premier’s bodyguard unit, along with his two bodyguards and a driver were charged by police under article 218 of the penal law with “intentional acts of violence with aggravating circumstances”.

“We sent them to the court at 10:15am,” he said. “They told us that they used only hands and legs to beat the victims, not electric batons, but the camera at the hotel showed they used an electric baton and also pointed a gun at them.”

(New York) – The Cambodian government has made no effort over the last 15 years to bring to justice those responsible for a bloody grenade attack on an opposition party rally, Human Rights Watch said today.

The US Federal Bureau of Investigation (FBI) should complete its long-stalled investigation into the March 30, 1997 attack, which left at least 16 people dead and more than 150 injured, Human Rights Watch said. Recent reports indicate that French authorities opened a new investigation into the attack early this year.

Human Rights Watch says the Cambodian government has made “no effort” to bring justice to those responsible for a deadly grenade attack on an opposition rally 15 years ago.

In a report issued Thursday, the U.S.-based group says there is “substantial evidence of government involvement” in the 1997 attack, which killed 16 people and left more than 150 injured.

The attack apparently targeted opposition leader Sam Rainsy, but instead killed protesters and bystanders, including children and street vendors.

It called for the the U.S. Federal Bureau of Investigation to re-open its probe into the incident, which was cut short when the U.S. ambassador ordered its lead investigator out of the country. The FBI was investigating because a U.S. citizen was injured in the attack.

The 12-day joint U. S., Cambodian military exercise Angkor Sentinel 2012 ended successfully on Friday.

The closing ceremony was held at the Training School for Multi-national Peacekeeping Forces in Kampong Speu province, about 48 kilometers west of Phnom Penh, under the presidency of the four- star general Chay Sang Yun, a secretary of state for the Cambodian Defense Ministry, and Jeff Daigle, Charge d'Affairs of the U.S. Embassy to Cambodia.

"The drill was a very good opportunity for Cambodian and U.S. military personnel to create closer friendship relations and to build better military ties between the two countries," said Chay Sang Yun, adding that about 450 Cambodian armed forces joined the drill.

He said that the exercise was also good to exchange experience between the two armies.

Daigle said the U.S. would still continue helping Cambodia in military sector through providing military materials such as clothes and vehicles, but not weapons.

Opposition leader Sam Rainsy, who is currently living in self-exiled, expressed once again his hope that the French court will provide justice in his lawsuit against PM Hun Xen regarding the 1997 grenade attack which took place in front of the Cambodian National Assembly building. Phnom Penh – More than 100 joint police force led by Ya Kim Y, the commander of the Phnom Penh military police (PM), broke a group of residents who gathered in Borei Keila at 11AM on 03 January 2012. Three men who belong to Hun Xen’s bodyguard unit were arrested and taken in for questioning at the PM headquarters.

The 3 men arrested by the cops were: Touch Vichit, Vin Sophea and Savun. Touch Vichit indicated that he just returned home from Preah Vihear province and he was staying at home, one of those targeted for demolition by the cops. At the same time, another group of 8 people were also arrested by the cops as well.

Hy Prou, the Phnom Penh deputy-police commissioner, and Keut Chher, the deputy Phnom Penh administration director, led a group of cops to put down residents in Borei Keila, but they do not comment on the eviction, house demolition or the use of violence against the residents of Borei Keila this morning.

THE son of a two-star general from Prime Minister Hun Sen’s bodyguard unit was charged on Saturday in Phnom Penh with stealing a car, slapping fake licence plates on it and possessing an illegal weapon, police said.

Seang Sok, deputy prosecutor of the Phnom Penh Municipal Court, said fourth-year law student Chea Dina, 24, the son of Major-General Chea Dara, faced five years’ jail and a US$2500 fine if found guilty.

“I have charged him with three offences. He has been sent to Prey Sar Prison to await trial,” he said.

A US$28 million warehouse, in which Hun Sen’s bodyguard unit will store its tanks and military vehicles, was opened yesterday.

Hundreds of high-ranking military officials attended the official inauguration of the storehouse in Takhmao town in Kandal province yesterday, with the head of the bodyguard unit vowing to support Hun Sen in the 2013 elections and ensure the safety of his family.

“We are all determined to ensure the safety of Prime Minister Hun Sen,” said Hing Bunheang yesterday.

He added that tanks, armoured vehicles and other military equipment would be stored at the warehouse thanks to donations from tycoons and the governments of Vietnam, China and Korea.
