Constitutional Kings and Queens have, according to some people, the “power” to grant amnesty to X or Y or Z.
However, the most respected and the most prestigious Queen in the world (H.M. Elizabeth II of the United Kingdom), must consult and obtain, in advance, the pleasure and the agreement from the Country’s Prime Minister before she “can” grant the amnesty to X or Y or Z.
Regarding the “royal” amnesty granted to Mr. Ieng Sary, it was not me who proposed or thought about this amnesty, but it was the co-Prime Ministers, Samdech Hun Sen and Samdech Norodom Ranariddh, who took the initiative to officially ask the King to sign their Kret/Kram (decree) granting the famous amnesty to Mr. Ieng Sary.
The King reigns but does not govern. He (and his Parents) must not be involved in politics or be involved in any State affairs, or any political, governmental or state problems.
