South Korea's transportation ministry is about to bar Indonesia’s Garuda Airlines and six other overseas airlines, if they do not raise safety standards.
State-owned Iran Air, Cambodia's PMTair and Royal Khmer Airlines have also been ordered to make improvements.
Three Russian airlines, Vladivostok Air, Dalavia Air and SAT Airlines, are also among those listed by South Korea.
According to airline authorities in South Korea, safety problems include shortages of spare parts and engineers, as well as a lack of safety manuals.
The order is the latest in a global tightening of safety standards against Indonesian carriers after at least three accidents this year. The European Union has barred all 51 of the country's airlines from flying to the bloc.
