The draft law on peaceful demonstration written by the government was submitted to the National Assembly (NA) at the beginning of November, and the NA plans to discuss and approve it in the beginning of 2008. The draft law contains 6 sections, divided into 30 articles. It was approved by the Council of Ministers on 05 October 2007, and sent to the NA on 01 November 2007. The draft law was submitted to the NA permanent committee for a decision on 20 November 2007. Khieu Sopheak, spokesman for the ministry of interior (MoI), said that this law was not drafted by the MoI alone, there were participation from the civil society also (the degree of civil society participation is not provided though).
