Police commissioner of the city of Phnom Penh indicated that the police is investigating to find the identity of a group or an individual who distributed leaflets defaming leaders of the government on Wednesday 17 May.
Touch Naruth, the Phnom Penh police commissioner, said that a small number of leaflets were collected by the police in the morning of 17 May, but he cannot tell the exact number of leaflets seized. He also said that he was quite busy investigating this case and he cannot provide any comment yet.
A leaflet obtained from an anonymous police officer shows an logo with a 3-tiger-head. The leaflet bearing the author’s initial K.R., severely criticize prime minister Hun Sen, accusing him of only obeying orders from his “yuon” (Vietnamese) masters, of giving out territories to “yuon”, of being the instigator of instability in the society and creating unrest in Cambodia by continuously jailing people. It also accuses prime minister Hun Sen of currently destroying royal family members, of being a psychopath, and being involved in affairs with women.
Senior government officials such as Sok Phal, the deputy police commissioner in the ministry of interior, said that they have not seen this leaflet yet.
Khieu Sopheak, the ministry of interior spokesman, cannot be contacted, and no one picked up the ringing phone of Khieu Kanharith, the government spokesman.
Kem Sokha, president of the Cambodian Center for Human Rights, indicated that he is afraid that a group may take advantage by creating political disturbances or problems, or take the opportunity to create unrest. He is calling on all groups to remain calm and not creating unrest.
Kem Sokha said: “All rights must be exercised, however, unrest should not be fomented. … I believe that responses must be dealt without violence … with restraint and political maturity from the leaders, it would be the right thing [to do].”
Kem Sokha also indicated that sometimes, there are people who want to stir up emotions in order to take away the attention from the Khmer Rouge tribunal, for example.

me too I think so that certainly he is psychpathic for years since he was young
because he did not took promises with his speeches and also he didn't remember what he said after one or two hours
It is dangerous for Cambodian people as have a psychopathic samdech or a psychopathic prime minister like him
So both non-communist prime ministers and communist ones in ASEAN and especially cambodian people don't like him
